Job Overview: As a Communications Specialist at ADB, you will play a crucial role in leading the formulation, review, and execution of strategic communications for various departments and thematic areas. Your responsibilities will include prioritizing and planning communication outputs, coordinating with client departments to develop and execute communication plans, and leading the development of communications and knowledge advisory plans for major outputs. You will also be responsible for strengthening donor engagement, raising ADB's visibility, and positioning donor countries as valued partners. This role requires you to be the primary interface with international media, build relationships with media outlets, and maintain a media contact database. Additionally, you will guide Resident Mission Communications Officers, support crisis communications, and provide coaching and mentoring to teams, ensuring their ongoing development.
Duties and Responsibilities: The duties and responsibilities of the Communications Specialist include:
Leading the formulation and execution of strategic communications for designated departments and thematic areas.
Prioritizing and planning communication outputs for DOCK-led and client-led initiatives.
Coordinating with client departments to develop and implement communication plans.
Developing communications and knowledge advisory plans for major outputs, including production and dissemination strategies.
Strengthening donor engagement and raising ADB's visibility through strategic communications.
Serving as the primary interface with international media and maintaining relationships with key journalists.
Guiding Resident Mission Communications Officers and providing inputs on performance reviews.
Supporting ADB's issues and crisis communications by monitoring reputational risks and coordinating responses.
Supporting planning and execution for communication activities for the Annual Meeting. 1
Performing other related tasks as assigned by the Director of the Planning Division.
Required Qualifications: To qualify for the position, candidates must possess a university degree in Communications, Journalism, Public Policy, International Development, or relevant fields, preferably at the post-graduate level or its equivalent. Candidates should have at least 8 years of relevant experience in media relations, public affairs, or strategic communications, ideally with exposure to international organizations, governments, development finance, or the private sector. International experience working in multiple countries is essential, along with experience in preparing and implementing strategic communications plans in a large organization. Strong project management skills, excellent writing and editing abilities, and the capacity to manage multiple priorities and meet tight deadlines are also required.
Educational Background: Candidates must have a university degree in Communications, Journalism, Public Policy, International Development, or relevant fields. A post-graduate degree or equivalent qualification is preferred, indicating a higher level of expertise in the field.
Experience: The position requires a minimum of 8 years of relevant experience in media relations, public affairs, or strategic communications. Candidates should have a proven track record of working in international settings and managing communications in complex environments. Experience in preparing and implementing strategic communications plans within large organizations is highly desirable.
Languages: Proficiency in English is mandatory, as excellent oral and written communication skills are essential for this role. Knowledge of additional languages relevant to the Asia-Pacific region would be considered an advantage, enhancing the ability to engage with diverse stakeholders and media outlets.
Additional Notes: This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
