Job Overview:
The Associate Operations Officer position is situated within the Fragility and Engagement Division of the Climate Change and Sustainable Development Department at ADB. This role is crucial for managing the Poverty and Social Analysis (PSA) team, focusing on portfolio management, social inclusion initiatives, budget preparation, and project processing activities related to technical assistance (TA) projects. The officer will also be responsible for monitoring progress in various social development areas, including Disability Inclusion (DI). The position requires a proactive approach to support broader crosscutting mandates and thematic work related to fragility and engagement, ensuring that ADB's operations align with its mission to foster prosperity in Asia.

Duties and Responsibilities:
The Associate Operations Officer will undertake a variety of responsibilities, including: providing analytical and technical support for the implementation, monitoring, and reporting of ADB's PSA and DI operations; leading budget management tasks such as contracts and disbursements, expense monitoring, forecasting, and reporting; ensuring compliance with ADB policies and guiding junior staff in maintaining high-quality financial practices; analyzing PSA and DI portfolio performance and conducting poverty and social analysis; developing and maintaining a database of key performance indicators related to poverty reduction and inclusion; managing the validation and tracking of ADB Corporate Results Framework indicators; contributing to the analysis and review of PSA team reports; planning and leading capacity-building and knowledge-sharing programs; and preparing various communication materials including briefing notes and thematic websites.

Required Qualifications:
Candidates for the Associate Operations Officer position must possess a Bachelor's degree in social sciences, development studies, or related disciplines, with a preference for those who have advanced training. A minimum of 5 years of relevant work experience in portfolio management, project administration, budget preparation, and project processing activities related to loans and TA projects is required. Familiarity with industry best practices and guidelines is essential, along with strong analytical, interpersonal, and cross-cultural skills. Candidates should have an extensive understanding of ADB procedures related to TA and loan/grant project processing, including safeguards compliance. Proficiency in written and verbal English is mandatory, and candidates should be comfortable with computer-based applications.

Educational Background:
The educational background required for this position includes a Bachelor's degree in social sciences, development studies, or a related field. Advanced training in these areas is preferred, indicating a higher level of expertise and understanding of the complexities involved in social development and poverty analysis.

Experience:
The position requires at least 5 years of professional experience in relevant fields such as portfolio management, project administration, and budget preparation. This experience should ideally include work related to loans and technical assistance projects, demonstrating a solid understanding of project processing and administration within a development context.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to ADB's member countries.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
