Job Overview:
The STRIDES Laboratory Information Management System Officer plays a crucial role in supporting the development and nationwide rollout of the Integrated Laboratory Information Management System (ILIMS) under the Department of Health Office for Health Laboratories. This position is pivotal in coordinating efforts among technical teams, software developers, vendors, and laboratory stakeholders to ensure the successful implementation of the system's core modules. The officer will be responsible for ensuring compliance with health informatics and data privacy standards, monitoring project progress, facilitating testing and validation processes, supporting training and capacity-building initiatives, and preparing comprehensive reports for the Office for Health Laboratories (OHL) and donor partners. This role is integral to advancing the STRIDES initiative, which aims to strengthen national laboratory systems, improve surveillance and data integration, and enhance outbreak preparedness in the Philippines.

Duties and Responsibilities:
The key responsibilities of the STRIDES Laboratory Information Management System Officer include assisting in the planning, coordination, and execution of the ILIMS development and national rollout in collaboration with the Knowledge Management and Information Technology Service (KMITS) and the OHL technical team. The officer will assist in implementing the ILIMS modules, ensuring that they align with project timelines and technical specifications. Coordination with software developers, vendors, and laboratories is essential to guarantee interoperability, data quality, and compliance with HL7 FHIR, ISO 15189, and the Data Privacy Act. The officer will monitor deliverables, facilitate validation activities, and ensure adherence to system testing, deployment, and acceptance protocols. Additionally, the officer will coordinate with national and regional laboratories for pilot deployment, feedback collection, and system optimization. Required Qualifications:
Candidates must possess a Bachelor’s degree in information systems, Computer Science, Health Informatics, or a relevant health science field. A minimum of 3 years of progressive experience in managing software development or health informatics projects is required. A proven understanding of laboratory operations, health information systems, and data interoperability frameworks is essential. Knowledge of Department of Health systems, HL7, or ISO 15189 standards is preferred. Strong coordination, leadership, and communication skills are necessary, along with excellent analytical and organizational skills.
