Job Overview:
The position of Consultant is integral to the digital transformation efforts of the Ministry of Culture and Information Policy of Ukraine. This role focuses on the implementation and support of the 'Diya.Engine' platform, which serves as the backbone for various state registries aimed at enhancing transparency and efficiency in governance. The Consultant will be responsible for ensuring the continuous, secure, and scalable operation of the platform, which includes the development and maintenance of CI/CD pipelines, automation of deployment processes, and integration with other state systems. The role requires a proactive approach to implementing modern DevOps practices, ensuring high availability of services, and maintaining compliance with information security standards. The Consultant will work closely with the Ministry of Culture and Information Policy to support the operation of critical state registries, thereby contributing to the overall improvement of public services in Ukraine.

Duties and Responsibilities:
The Consultant will undertake a comprehensive set of duties, including but not limited to: developing and maintaining CI/CD pipelines; automating testing, build, and deployment processes; administering infrastructure and databases; implementing Infrastructure as Code (IaC) approaches; configuring monitoring, logging, and auditing systems; ensuring continuous operation of services; implementing information security practices; supporting integrations with state systems; ensuring data exchange between registries; supporting the operation of state registries on the platform; implementing and maintaining backup and disaster recovery procedures; managing secrets, certificates, and secure environment configurations; applying security patches and remediating vulnerabilities; automating deployment and maintenance of data pipelines for integration with municipal and state data sources; optimizing database performance and infrastructure stability for large data volumes; and ensuring DevOps support for business intelligence tools and data visualization platforms deployed on 'Diya.Engine'. The Consultant will also be responsible for ensuring uninterrupted operation of the four state registries with a minimum availability of 99.5%.

Required Qualifications:
Candidates must possess higher education in IT or related fields. Additionally, they should have at least 3-5 years of practical experience in DevOps engineering, Data Engineering, or Back-end/Full-stack development, with a strong emphasis on infrastructure automation for data-intensive web platforms. Experience with CI/CD tools, Docker, Kubernetes, and administering both relational and non-relational databases is essential. Familiarity with Infrastructure as Code (IaC) and experience in automating deployment of data visualization tools and analytical dashboards is also required. Prior experience in developing or maintaining municipal GIS or open data solutions will be considered a significant advantage.

Educational Background:
A higher education degree in Information Technology or a related field is mandatory for this position. This educational background ensures that candidates have the foundational knowledge and skills necessary to effectively manage and support the technological infrastructure of the 'Diya.Engine' platform and its associated state registries.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in the fields of DevOps engineering, Data Engineering, or Back-end/Full-stack development. This experience should include a strong focus on infrastructure automation for data-intensive web platforms, which is crucial for the successful implementation and maintenance of the 'Diya.Engine' platform and its associated services.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication and collaboration with local stakeholders. An intermediate level of English is highly desirable, as it may facilitate communication with international partners and enhance the Consultant's ability to engage with global best practices in the field of DevOps and digital transformation.
