Job Overview:
The Technical Consultant will play a crucial role in enhancing the capacity of Central Asian countries to utilize Earth Observation (EO) and geospatial tools for drought and crop monitoring. This position involves leading capacity development activities, coordinating with various stakeholders, and supporting the implementation of a project aimed at improving drought management in Kyrgyzstan, Tajikistan, and Uzbekistan. The consultant will be responsible for developing concept notes, organizing sessions, and preparing reports that detail the outcomes of the activities. Additionally, the consultant will contribute to the development of an online course designed to enhance the skills of experts in the target countries, focusing on creating customized code snippets for monitoring drought and crop conditions. This role requires a strong understanding of disaster risk reduction, particularly in the context of slow-onset disasters, and the ability to engage effectively with local institutions and international partners.

Duties and Responsibilities:
  • Lead the conduct of capacity development activities under the project, including the development of concept notes and program outlines.
  • Coordinate and communicate with participants, presenters, and experts to ensure successful execution of activities.
  • Organize sessions, speakers, and technical/field visits to facilitate learning and knowledge sharing.
  • Prepare post-activity reports that detail the proceedings and recommendations from meetings.
  • Draft and translate letters and documents to follow up on recommendations made during activities.
  • Support ESCAP in coordinating with implementing agencies, technical partners, and UN Country Teams involved in the project.
  • Develop at least 15 profiles of good geospatial practices from North and Central Asia using ESCAP templates.
  • Provide inputs to project progress reports to track the project's development and outcomes.
  • Perform other duties as assigned by the Section Chief, including providing inputs and translation support for an online course aimed at developing skills in customized code snippets for drought and crop monitoring.

Required Qualifications:
Candidates must possess a university degree in international relations, global governance, or related fields. Advanced competency in disaster risk reduction, particularly with a focus on slow-onset disasters, is essential. A geographic focus on Central Asia is required, along with experience in developing innovative applications using geospatial and other data. Stakeholder engagement, project and event coordination, and experience working with Central Asian countries on hazard risk management are also necessary qualifications. Additionally, candidates should have excellent drafting and editing skills, advanced project management capabilities, and training coordination experience. Design and formatting skills are considered an asset.

Educational Background:
A university degree in international relations, global governance, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of international cooperation and development, particularly in the context of disaster risk reduction and geospatial applications.

Experience:
Candidates should have relevant experience in developing innovative applications using geospatial and other data. Experience in stakeholder engagement, project coordination, and working with Central Asian countries on hazard risk management is crucial. Additionally, experience in developing and/or coordinating the development of hazard data and information platforms in collaboration with multidisciplinary teams is an asset. The role requires advanced project management skills and the ability to coordinate training effectively.

Languages:
Fluency in English and Russian is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, drafting reports, and engaging with local partners in Central Asia. Knowledge of additional languages may be considered an advantage but is not required.
