Job Overview: The National Consultant for Fiji's NDC 3.0 Costed Implementation Plan will play a crucial role in supporting the ESCAP secretariat's project aimed at strengthening the capacity of member states to implement low carbon and resilient transport action plans. This position involves developing a comprehensive Costed Implementation Plan (CIP) for Fiji, which will serve as a master investment blueprint to transform Fiji's climate ambitions into actionable projects. The consultant will engage in extensive stakeholder consultations, conduct detailed sectoral analyses, and collaborate with various ministries and organizations to ensure the CIP is robust and nationally owned. The ultimate goal is to produce a practical document that guides investments and attracts international climate finance, facilitating Fiji's transition to a climate-resilient future.
Duties and Responsibilities: The consultant will be responsible for a range of tasks including conducting a detailed sectoral analysis of Fiji’s NDC 3.0 mitigation targets for transport, developing a costed project pipeline, drafting mitigation chapters for the CIP, ensuring technical coordination and integration of transport components with other themes, and engaging stakeholders through workshops and consultations. Specific duties include: 1) Conducting a detailed analysis of Fiji’s NDC 3.0 mitigation targets and transport decarbonization strategies. 2) Identifying and prioritizing potential transport mitigation projects, developing CAPEX and OPEX estimates, and identifying investment gaps. 3) Leading the drafting of comprehensive chapters for the CIP that articulate targets, timelines, and responsible entities. 4) Collaborating with technical consultants to integrate transport mitigation components with adaptation and cross-cutting themes. 5) Actively participating in project workshops and meetings, presenting technical analyses, and incorporating stakeholder feedback.
Required Qualifications: Candidates must possess an advanced university degree in transport, civil engineering, energy studies, environmental science, climate change, or a related field. Additionally, at least 7 years of relevant working experience in sustainable transport, climate change mitigation, and transport finance is required. Demonstrated expertise in GHG accounting, transport modelling, and policy analysis in the Pacific region is essential. A strong understanding of Fiji’s national climate policies and institutional frameworks is also necessary for this role.
Educational Background: An advanced university degree in a relevant field such as transport, civil engineering, energy studies, environmental science, or climate change is required for this position. This educational background is crucial for understanding the complexities of transport systems and climate policies.
Experience: The position requires a minimum of 7 years of working experience in areas related to sustainable transport, climate change mitigation, and transport decarbonization. Candidates should have a proven track record of developing mitigation project pipelines and conducting transport policy analysis, particularly within the Pacific context.
Languages: Proficiency in English is mandatory for this position, along with strong communication skills and excellent writing, synthesis, and editing abilities. These language skills are essential for effectively engaging with stakeholders and producing high-quality documentation.
