Job Overview:
The Workplace Management Specialist position is situated within the Workplace Management and Hospitality Division (CSWH) of the Corporate Services Department (CSD) at ADB's Headquarters in Manila. The role requires the individual to plan, implement, monitor, and support the delivery of assigned HQ Building and Facilities capital expenditure (CAPEX) projects. The specialist will ensure that these projects comply with ADB policies and are prepared for their intended use. The position involves overseeing project quality assurance, control mechanisms, and CAPEX management across various projects and programs. The specialist will be responsible for the entire project lifecycle, including planning, design-development" style="border-bottom: 1px dotted #007bff !important;">design development, commitments, disbursements, implementation monitoring, testing, commissioning, handover, and fiduciary controls for allocated funds. The role also entails collaboration with various teams within ADB and third-party firms to ensure effective project delivery and monitoring, including the preparation of progress reports.

Duties and Responsibilities:
The Workplace Management Specialist will lead and support the monitoring of infrastructure-related CAPEX projects and programs, ensuring they are delivered within the approved scope, schedule, and budget while adhering to ADB technical standards and quality requirements. Key responsibilities include developing project procedures with work-package schedules, baselines, technical performance metrics, and cost-to-complete analyses to confirm contractor progress and address variances. The specialist will conduct comprehensive risk assessments for all assigned CAPEX projects, maintain a risk register, and implement mitigation and monitoring plans throughout the project lifecycle. Additionally, the role involves guiding feasibility studies, compliance checks, design development, procurement, implementation, testing, commissioning, and handover activities for CAPEX projects. The specialist will oversee the preparation, review, and revision of design documents, contracts, standards, technical guidelines, and related project documentation. Monitoring quality controls, implementation progress, testing and commissioning results, and contractor deliverables to ensure compliance with functional, performance, code, and sustainability requirements is also a critical aspect of the role. The specialist will support partner engagement and change management activities and deliver construction, technical updates, and expenditure monitoring to enhance project delivery. Other responsibilities may be assigned as per the work plan.

Required Qualifications:
Candidates must possess a University degree in business, public administration, law, economics, finance, engineering, or related fields, preferably at the post-graduate level or its equivalent. A minimum of 6 years of relevant experience in capital project delivery support, project management, project controls, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, budget management, governance, or related functions is required. Relevant professional certification in project, program, or portfolio management, project controls, or related disciplines is advantageous. International experience working in multiple countries is also preferred. Candidates should have experience in budgeting, cost estimation, and financial management, including cost analysis, project cost control, and spend tracking. Familiarity with project controls and project management concepts, practices, and general policies is essential. Proficiency in relevant computer-based programs and applications, including enterprise IT platforms for accounting and financial management, is necessary. Candidates should demonstrate the ability to provide strategic insights into complex situations and design effective solutions, as well as exhibit strong coordination skills and the ability to collaborate with individuals from diverse cultural backgrounds. Leadership experience, including mentoring junior team members, is also required. Excellent written and verbal communication skills in English are mandatory.

Educational Background:
The educational background required for the Workplace Management Specialist position includes a University degree in business, public administration, law, economics, finance, engineering, or related fields. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and knowledge in relevant areas that would contribute to the responsibilities of the role.

Experience:
The position requires at least 6 years of relevant experience in areas such as capital project delivery support, project management, project controls, financial analysis, budget management, and governance. Languages:
Proficiency in English is mandatory for this position, with excellent command in both written and verbal communication. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which ADB operates or if they facilitate better communication with diverse stakeholders.

Additional Notes:
This appointment is open to both internal and external applicants and is funded by a temporary funding source, meaning that the renewal of the appointment and its duration are contingent upon the availability of the funding source. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for an additional 3 years or opt not to renew it, based on various factors including the requirement for the specific skills and experience of the staff member, sufficient funding for the renewed period, and the staff member's performance and suitability for continued employment. There is no limit to the number of renewals up to NRD, but it is important to note that this appointment is not convertible to a regular appointment.
