Job Overview:
The Supply Chain - Procurement Specialist role is crucial for ensuring compliance with DRC's procedures and guidelines within Syria. This position focuses on managing procurement processes, ensuring adherence to both DRC and donor regulations, and maintaining procurement records. The specialist will provide expert guidance to the country organization, contributing to the establishment of transparent and accountable procurement systems. This role also involves supporting national partners in understanding and complying with procurement standards, aligning with DRC's commitments to localization and equitable partnerships. The specialist will play a key role in enhancing the efficiency and effectiveness of procurement operations, ensuring that all materials and equipment are procured in a cost-effective and transparent manner, and supporting the overall mission of DRC in providing humanitarian assistance.

Duties and Responsibilities:
The Supply Chain - Procurement Specialist will be responsible for a variety of tasks, including maintaining archiving systems in both online and offline formats according to standard operating procedures (SOPs). The specialist will ensure adherence to the DRC Operations Handbook on procurement and manage vendor prospects by creating vendor profiles in DRC Dynamics. Responsibilities also include screening suppliers against anti-terrorism databases, reviewing the supplier database, and facilitating the supplier pre-qualification process. The specialist will support the Supply Chain Manager in ensuring that all materials and equipment are purchased in compliance with DRC and donor policies. This includes liaising with suppliers to establish realistic delivery schedules, tracking Purchase Requests and Orders, preparing relevant procurement documents, and participating in bid evaluations. The specialist will also provide procurement planning support to program staff, ensure accurate procurement files, compile monthly procurement reports, and organize training for non-logistics staff. Additionally, the specialist will contribute to procurement risk assessments and support capacity strengthening of national partners in procurement processes.

Required Qualifications:
Candidates for the Supply Chain - Procurement Specialist position must possess a minimum of five years of experience in procurement within a humanitarian context. Knowledge and experience in dealing with service providers and contractors are essential, as is experience working with national partners and ensuring compliance with donor procurement regulations. Familiarity with localization principles and experience in supporting partner capacity strengthening in procurement processes are desirable. Proficiency in standard procurement procedures and documentation, as well as experience with ERP systems, is required. Excellent computer skills in MS Word and Excel are also necessary, along with full professional proficiency in English.

Educational Background:
A Bachelor’s degree in a relevant field is required for this position. This educational background should provide the foundational knowledge necessary for effective procurement management and compliance within a humanitarian setting.

Experience:
The ideal candidate should have at least five years of relevant experience in procurement, particularly in a humanitarian context. This experience should include working with service providers and contractors, as well as supporting compliance with donor regulations. Familiarity with localization principles and experience in capacity strengthening for national partners in procurement processes will be advantageous.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is also required. These language skills are essential for effective communication within the organization and with external partners and stakeholders.
