Job Overview: The Director of Administration is responsible for leading the Division of Administration at ESCAP, overseeing a wide range of administrative services including procurement, human resources, finance, facilities management, and information technology services. This role involves strategic management and delivery of administrative support services, ensuring compliance with UN regulations and policies. The incumbent will provide strategic advice to the Executive Secretary, develop and implement resource management frameworks, and ensure high-quality service delivery across various administrative functions. The position requires a proactive approach to modernizing administrative processes and enhancing organizational efficiency, while also fostering teamwork and communication among staff.
Duties and Responsibilities: The Director of Administration will perform the following key functions:
Develop strategies and procedures for effective management of human resources, financial services, procurement, and other administrative areas.
Prepare reports for senior management and UN legislative bodies, ensuring compliance with strategic planning and management policies.
Monitor expenditures and develop cost containment strategies for the division.
Supervise and guide staff, promoting teamwork and communication within the Division and across the UN system.
Implement innovative strategies for sustainable business operations and service management.
Manage audits and ensure timely responses to recommendations.
Foster inter-agency coordination and engage with operational management teams.
Perform other related duties as required.
Required Qualifications: Candidates must possess an advanced university degree in management, business administration, public administration, human resources, finance, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The role requires a minimum of 15 years of progressively responsible experience in administration, including financial services, human resources, and real estate management. Experience in leading multi-functional administrative services in a UN or international organization context is essential, along with a deep understanding of UN administrative rules and reform agendas.
Educational Background: An advanced university degree (Master’s degree or equivalent) in management, business administration, public administration, human resources, finance, or a related field is required. Alternatively, a relevant first-level university degree in the above fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: The position requires a minimum of 15 years of progressively responsible experience in various areas of administration, including financial services, human resources, and real estate management. Candidates should have experience leading a large, multi-functional administrative service platform and a proven track record in implementing UN reform initiatives. Experience in business transformation and the use of ERP systems or service-management platforms is also required. Prior experience working in the Asia-Pacific region is desirable.
Languages: Fluency in English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Knowledge of another UN official language is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
