Individual Consultant – Rule of Law

Job Overview:
The position of Individual Consultant – Rule of Law involves providing expert consultancy services to support the UNDP's initiatives in promoting the rule of law. The consultant will be expected to engage in various activities that contribute to the strengthening of legal frameworks and institutions, ensuring that justice systems are accessible, fair, and effective. This role requires a deep understanding of legal principles, governance, and human rights, as well as the ability to work collaboratively with stakeholders at different levels. The consultant will be responsible for conducting assessments, developing strategies, and providing recommendations to enhance the rule of law in specific project locations. The assignment is expected to last for a period of 7 months, during which the consultant will need to travel as per project requirements.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant – Rule of Law include but are not limited to: conducting comprehensive assessments of existing legal frameworks and institutions; developing and proposing strategies to strengthen the rule of law; providing technical assistance and capacity building to local stakeholders; facilitating workshops and training sessions; drafting reports and policy briefs; collaborating with UNDP teams and other partners to ensure alignment with project objectives; monitoring and evaluating the impact of interventions; and ensuring that all activities are conducted in accordance with UNDP's policies and procedures. The consultant will also be expected to maintain effective communication with project stakeholders and provide regular updates on progress and challenges encountered during the assignment.

Required Qualifications:
Candidates applying for the Individual Consultant – Rule of Law position must possess a strong background in law, governance, or a related field. They should have proven expertise in rule of law issues, with a focus on legal reform and institutional strengthening. Additionally, candidates should demonstrate excellent analytical and problem-solving skills, as well as the ability to work independently and as part of a team. Strong communication and interpersonal skills are essential, as the consultant will be required to engage with a variety of stakeholders. Familiarity with UNDP's mission and values, as well as experience working in international development contexts, will be considered an asset.

Educational Background:
A minimum of a Master's degree in Law, Political Science, International Relations, or a related field is required for this position. Candidates with a PhD or equivalent advanced degree will be given preference. Relevant certifications or training in rule of law, governance, or human rights will also be advantageous.

Experience:
The position requires a minimum of 5 years of professional experience in the field of rule of law, legal reform, or governance. Candidates should have a demonstrated track record of successfully implementing projects related to legal and institutional development. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. The consultant should also have experience in conducting assessments and evaluations, as well as in providing technical assistance to government institutions and civil society organizations.

Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in English. Knowledge of additional languages, particularly those relevant to the project locations, will be considered an asset and may enhance the candidate's profile.

Additional Notes:
The contract for this position is for a duration of 7 months, and the consultant will be expected to work full-time during this period. The role may require travel to various project locations as needed. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
