Job Overview: The National UN Volunteer Specialist will play a crucial role in supporting the transition to government-led humanitarian cash assistance in Ukraine. This position involves contributing to the design and implementation of cash assistance programs through the Humanitarian and Resilience Account, specifically targeting the 2026-2027 winter cash response. The specialist will work closely with various stakeholders, including government entities, UN agencies, and NGOs, to strengthen systems and processes for effective cash delivery. The role requires a strong focus on integrating humanitarian cash assistance within broader social protection systems, ensuring alignment with national priorities and humanitarian standards. The specialist will also be responsible for monitoring and evaluating cash programs, providing technical support, and documenting lessons learned to inform future programming.
Duties and Responsibilities: The National UN Volunteer Specialist will be responsible for several key duties, including:
Supporting the design, coordination, and phased implementation of humanitarian cash assistance through the Humanitarian and Resilience Account.
Liaising with the Ministry of Social Policy, Family and Unity, and other relevant stakeholders to strengthen accountability mechanisms for cash delivery.
Contributing to the integration of humanitarian cash assistance within national social protection systems.
Coordinating with government counterparts, UN agencies, and NGOs to ensure coherence in cash interventions.
Maintaining effective working relationships with technical focal points and providing data-driven inputs for planning and monitoring cash programs.
Assisting in the development of operational tools and guidelines for cash delivery.
Supporting advocacy efforts and documenting good practices from the transition process.
Required Qualifications: Candidates must possess strong analytical and communication skills, with the ability to work collaboratively in a multi-stakeholder environment. A solid understanding of social protection systems and humanitarian cash assistance is essential. The role requires proficiency in project management and the ability to navigate complex operational challenges. Candidates should demonstrate a commitment to UNICEF's mission and values, including a focus on children's rights and well-being.
Educational Background: A bachelor's degree in social sciences, international development, public policy, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's competitiveness for the position.
Experience: Candidates should have at least 2-3 years of relevant experience in humanitarian assistance, social protection, or related fields. Experience working with government entities, UN agencies, or NGOs in a similar context is highly desirable. Familiarity with cash assistance programs and social protection systems will be an advantage.
Languages: Fluency in Ukrainian and English is mandatory. Knowledge of Russian is considered an asset and may enhance communication with various stakeholders.
Additional Notes: This is a full-time national UN volunteer position based in Kyiv, Ukraine. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. The position offers a Volunteer Living Allowance (VLA) of USD 1717 per month, along with a one-time entry lump sum payment of USD 35
