Job Description
Job Posting Organization:
UNICEF, established in 1946, is an international humanitarian agency dedicated to the welfare of children globally. The organization operates in over 192 countries, focusing on health, education, water and sanitation, child protection, HIV and AIDS, nutrition, policy, and social protection. In Cameroon, UNICEF has been active since 1975, working on education, water and sanitation, child protection, and HIV and AIDS, while advocating for favorable budgetary conditions for children and women. The organization aims to strengthen local governance and child protection systems, particularly for vulnerable groups such as adolescent girls.

Job Overview:
The UN Community Volunteer position is designed to support the Child-Friendly Municipalities (CFM) initiative in Cameroon. This initiative aims to integrate children's rights into local governance and public policies. Volunteers will work closely with municipalities to operationalize child-rights-sensitive plans and budgets, facilitate community dialogue, and enhance local accountability. The role involves monitoring social services for children and families, ensuring that municipal services are responsive to community needs. Volunteers will also mentor municipal officials and engage in community mobilization efforts, contributing to the sustainability of the CFM initiative.

Duties and Responsibilities:
  • Support the implementation of municipal CFM plans by assisting in operationalizing child-rights-sensitive plans and budgets.
  • Organize local activities and facilitate coordination among municipal services, community actors, and local partners.
  • Monitor the implementation of planned actions and provide feedback for continuous improvement.
  • Establish and facilitate municipal mechanisms for community dialogue and citizen engagement, such as community meetings and local forums.
  • Contribute to participatory monitoring of social services for children and families, collaborating with municipal and technical services.
  • Act as a community mentor, supporting municipal officials in using tools for community mobilization and participatory monitoring.
  • Engage in activities that promote volunteerism and strengthen knowledge of the UNV mandate.
  • Provide reports on volunteer actions and contribute to UNV publications.

Required Qualifications:
Candidates must demonstrate a commitment to the principles of voluntary engagement, including solidarity, compassion, and self-reliance. They should possess strong interpersonal skills, the ability to work collaboratively in diverse environments, and a commitment to UNICEF's mission and values. Volunteers should be adaptable, able to work independently, and possess good organizational and problem-solving skills. They should also have a strong understanding of local dynamics and the ability to engage effectively with community members and local authorities.

Educational Background:
A background in social sciences, community development, public administration, or a related field is preferred. Candidates should have a solid understanding of child rights and local governance issues, as well as experience in community engagement and participatory approaches.

Experience:
Previous experience in community development, social work, or related fields is highly desirable. Candidates should have experience working with local authorities or NGOs, particularly in child protection or education sectors. Familiarity with participatory monitoring and evaluation methods is also beneficial.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Cameroon. Proficiency in English is an asset, as it may facilitate communication with international stakeholders and partners.

Additional Notes:
The position is a national UN Volunteer role, meaning candidates must be recruited locally and work within their communities. The assignment duration is subject to funding and operational needs, with no expectation of renewal. Volunteers will receive a monthly living allowance to cover housing and living expenses, along with life, health, and permanent disability insurance. There is no entitlement to a resettlement allowance or settling-in grant, as volunteers are expected to live and work in their local communities.
