Job Overview: The Humanitarian Mine Action (HMA) Non Technical Survey (NTS)/Explosive Ordnance Risk Education (EORE) Team Member is tasked with implementing NTS and EORE activities as part of DRC's HMA Programme in Lebanon. This position is primarily based in the DRC Bekaa office but may require deployment to various regions across Lebanon, including North Lebanon, Akkar, and Baalbeck Hermel Governorates, to address emergency tasks or adapt to the program's operational expansion. The team member will be responsible for executing all assigned HMA tasks in accordance with their training and qualifications, as directed by the HMA (NTS/EORE) Team Lead and HMA Coordinator. A strong emphasis is placed on adhering to safety protocols and Standard Operating Procedures (SOPs) to ensure the secure and effective implementation of HMA activities. The role involves close collaboration with team members and local authorities to facilitate safe and efficient operations, ensuring that community needs are met and that interventions are respectful and effective.
Duties and Responsibilities: The main duties and responsibilities of the HMA NTS/EORE Team Member include conducting NTS and EORE activities safely and in accordance with DRC SOPs. This involves performing desk assessments, identifying and assessing hazardous areas to enable the safe return of communities and the productive use of land, and marking contaminated areas as per national mine action standards (NMAS). The team member will lead community liaison efforts to maximize impact and ensure community participation, delivering EORE sessions to various community groups, including adults, adolescents, and children. Additionally, the role requires supporting the coordination of EORE activities, liaising with other DRC sectors for an integrated approach, and maintaining accurate records of activities and data while ensuring compliance with quality standards and reporting requirements. The team member will assist in planning NTS tasks, implementing processes in compliance with relevant SOPs, NMAS, and IMAS, and conducting community feedback activities. They will also maintain working relations with local authorities and ensure that equipment is kept in good condition. Participation in planning, coordination, and context analysis is essential, as is the ability to conduct EORE sessions and support HMA workshops and events. The team member will contribute to lessons learned reports and cooperate during monitoring and quality assurance activities.
Required Qualifications: To be considered for this position, candidates must possess a Certificate or Accreditation of successful completion of an NTS/EORE training course recognized by the Lebanon Mine Action Center (LMAC). A solid understanding of Mines and Unexploded Ordnance (UXO) encountered in Lebanon is essential, along with excellent knowledge of topography, map drawing, and basic handling of navigation tools such as compasses and GPS devices. Familiarity with the contamination issues in Lebanon and knowledge of national mine action stakeholders, including LMAC and relevant local institutions, is also required. Candidates should have a basic understanding of MS Office programs, strong organizational skills, and excellent communication abilities. The ability to work effectively in a team is crucial, and at least one year of proven experience in EORE/NTS and/or community liaison is desirable.
Educational Background: Candidates should ideally hold a diploma or an equivalent professional qualification relevant to the field of humanitarian mine action or community engagement. This educational background will support their understanding of the complexities involved in mine action and community safety education.
Experience: The position requires at least one year of proven experience in EORE/NTS and/or community liaison. This experience should demonstrate the candidate's ability to effectively engage with communities, conduct risk education sessions, and implement safety protocols in potentially hazardous environments.
Languages: Fluency in Arabic is mandatory, as the role involves direct communication with local communities. Basic knowledge of English is also required to facilitate reporting and communication with international stakeholders.
Additional Notes: The contract for this position is set to last until the 31st of December 2026, with a duty station in Beirut and frequent travel across Lebanon. The expected start date for this role is June 202
