Job Overview:
The position of national consultant is aimed at conducting a baseline study for the project NGANGU WALI 'Femmes Plus Fortes'. This project is focused on empowering women and enhancing their roles in society. The consultant will be responsible for designing and implementing the baseline study, which will involve collecting and analyzing data to assess the current situation of women in the targeted areas. The consultant will work closely with UNDP and local stakeholders to ensure that the study meets the project's objectives and provides valuable insights for future interventions. The role requires a strong understanding of gender issues, research methodologies, and the ability to communicate findings effectively to various audiences.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Develop a comprehensive work plan for the baseline study, including timelines and methodologies.
  • Conduct literature reviews and gather existing data related to women's empowerment in the Central African Republic.
  • Design data collection tools such as surveys and interview guides.
  • Coordinate with local partners and stakeholders to facilitate data collection.
  • Conduct field visits to collect qualitative and quantitative data.
  • Analyze the collected data and prepare a detailed report outlining the findings of the baseline study.
  • Present the findings to UNDP and other stakeholders, providing recommendations for project implementation.
  • Ensure that all activities are conducted in compliance with UNDP's policies and ethical standards.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • Proven experience in conducting research and baseline studies, particularly in the field of gender and women's empowerment.
  • Strong analytical skills and the ability to interpret complex data.
  • Excellent written and verbal communication skills in both French and English.
  • Familiarity with the socio-economic context of the Central African Republic and the challenges faced by women in the region.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a Master's degree in social sciences, gender studies, development studies, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Additional training or certifications in research methodologies or gender analysis will be an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in research, particularly in gender-related projects. Experience working with international organizations, NGOs, or government agencies in the Central African Republic or similar contexts is highly desirable. Proven track record of successfully completing similar assignments will be an advantage.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in the Central African Republic. Proficiency in English is also required, as it will be necessary for reporting and communication with UNDP and international stakeholders. Knowledge of local languages would be an added advantage.

Additional Notes:
The consultancy is expected to last for 45 working days spread over two months. This position is classified as an individual contractor role, and the consultant will be required to submit their proposals through the UNDP Quantum supplier portal. The deadline for submission is set for May 15, 2026, at 5:00 PM New York time. The consultant will be compensated according to UNDP's rates for individual contractors, and additional benefits may be provided as per UNDP policies.
