Job Overview: The consultant will work under the supervision of the Deputy Representative Programmes and with support from PMER to conduct a comprehensive desk review and consultations regarding gender equality programming in the South Sudan Country Office. The role involves assessing the current status of gender equality initiatives, analyzing existing programs, and providing actionable recommendations to enhance gender-responsive interventions. The consultant will engage with UNICEF staff and stakeholders to ensure alignment with national policies and frameworks, and will be responsible for developing a Gender Programmatic Review report and a Gender Equality Action Plan.
Duties and Responsibilities:
Conduct a thorough desk review of relevant documents, including CPD, HAC annual workplans, evaluations, studies, and gender-related analyses.
Review national policies and commitments related to gender equality to ensure alignment with national priorities.
Map existing gender-responsive interventions and partnerships across UNICEF program sectors.
Analyze current program outputs and activities to assess gender integration and responsiveness, including budgeting aspects.
Identify key gender equality gaps, priorities, and entry points for intervention.
Facilitate consultations with UNICEF staff and relevant stakeholders to gather insights and feedback.
Support the prioritization of gender equality outcomes and programmatic actions.
Develop recommendations for gender-responsive interventions, including funding and budgeting strategies.
Prepare and present findings, facilitating internal discussions on gender equality programming. 1
Develop a concise Gender Programmatic Review report and support the creation of a Gender Equality Action Plan or workplan. 1
Provide recommendations for strengthening monitoring, reporting, and accountability for gender equality outcomes.
Required Qualifications:
Advanced university degree (Master’s or higher) in Gender studies, social sciences, international development, public policy, or a related field.
At least 10 years of relevant professional experience in gender equality, program review, or a related field.
Proven experience leading surveys, research, and evaluations, particularly in gender program reviews.
Experience working with UN or international organizations is considered an asset.
Educational Background: Candidates must possess an advanced university degree (Master’s or higher) in fields such as Gender studies, social sciences, international development, public policy, or related disciplines, which provide a strong foundation for understanding gender issues and programmatic approaches.
Experience: The position requires a minimum of 10 years of relevant professional experience in gender equality, program review, or related fields. Candidates should have a strong background in leading surveys, research, and evaluations, particularly focused on gender programming. Experience with UN or international organizations is highly desirable, as it demonstrates familiarity with the operational context and challenges in implementing gender equality initiatives.
Languages: Proficiency in both written and spoken English is mandatory for this position, as effective communication is crucial for conducting consultations, preparing reports, and engaging with stakeholders. Additional language skills may be beneficial but are not specified as mandatory.
