Job Overview: The Programme Coordination Consultant will play a crucial role in the coordination of the Women’s Peace and Humanitarian Fund (WPHF) portfolio in Uganda, particularly focusing on the close-out phase of the current funding round. This position involves managing relationships with national partners and stakeholders, overseeing monitoring and reporting, financial management, and resource allocation. The consultant will report directly to the Programme Specialist for Women, Peace and Security and will be responsible for ensuring that the WPHF portfolio aligns with the strategic objectives outlined in the WPHF Operational Guidelines and programme documents. The consultant will also be tasked with gathering inputs for work-plans and reports, coordinating the National Steering Committee meetings, and maintaining documentation on programme activities. This role requires a proactive approach to problem-solving and the ability to support partners through capacity-building initiatives.
Duties and Responsibilities:
Coordinate the Women’s Peace and Humanitarian Fund (WPHF) Portfolio: Develop and implement the overall work plan according to the Strategic Note and WPHF Operational Guidelines; prepare periodic narrative progress reports and financial status reports; coordinate convenings of the National Steering Committee; maintain records of programme activities and risks.
Guide coordination with national partners/grantees: Support implementation and expansion of the WPHF Portfolio; identify capacity-building needs and provide technical assistance; act as the focal point for the WPHF Secretariat in Geneva.
Coordinate monitoring and reporting: Gather information for monitoring and reporting; conduct regular monitoring visits; lead the drafting of final annual reports; ensure timely submission of financial and narrative reports from partners.
Manage people and finances: Oversee budgeting, budget revisions, and expenditure tracking; support audit processes for grantees; monitor fund allocation and disbursement.
Build partnerships and support resource mobilization: Contribute to the development of partnerships and resource mobilization strategies; participate in working groups and coordination meetings.
Perform other duties as necessary for the efficient functioning of the Office and Organization.
Required Qualifications:
Education: A Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related areas is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.
Experience: At least 2 years of progressively responsible work experience at the national or international level in managing complex programme interventions; experience in coordinating, implementing, monitoring, and evaluating development programmes in Women Peace and Security and/or Humanitarian Action is required; experience with modern web-based ERP Systems; proven experience in donor reporting and project coordination; experience working with UN agencies is an added advantage.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an asset.
Experience: The position requires at least 2 years of progressively responsible experience at the national or international level, specifically in managing complex and multi-component programme interventions. Candidates should have experience in coordinating, implementing, monitoring, and evaluating development programmes related to Women Peace and Security and/or Humanitarian Action. Familiarity with modern web-based ERP Systems and proven experience in donor reporting and project coordination are essential. Experience working with UN agencies is advantageous.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered an asset and may enhance a candidate's profile.
