Job Overview:
The Monitoring & Evaluation Officer position is crucial for the World Food Programme's operations in Haiti, specifically in Port-au-Prince. The officer will report to the Head of Monitoring and Evaluation (M&E) and will be responsible for developing and implementing comprehensive Monitoring, Review, and Evaluation Plans that align with WFP's corporate standards. This role is designed to generate quality evidence regarding the lives of beneficiaries, which will inform policy, strategy, and design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation. The officer will coordinate monitoring activities, manage decentralized evaluations, support thematic and mid-term reviews, and position WFP as a reliable partner for governments in building monitoring and evaluation strategies. The position requires a proactive approach to ensure that M&E activities are effectively integrated into program planning and execution, contributing to evidence-based decision-making and enhancing the overall impact of WFP's interventions in the region.

Duties and Responsibilities:
The key accountabilities for the Monitoring & Evaluation Officer include providing inputs to the development of Monitoring, Review, and Evaluation plans that yield relevant and strategic information to achieve expected results as outlined in the Country Strategic Plan (CSP). The officer will contribute to budgeting for M&E costs and advocate for appropriate financial and human resources. They will also provide feedback on the formulation of Regional Monitoring and Evaluation Strategies and support their operationalization. The officer will be responsible for ensuring that monitoring, reviews, and evaluations are accessible and informative, thereby supporting WFP management in addressing recommendations from these activities. Additionally, the officer will contribute to building M&E capacity among WFP staff and partners through training and information sharing, manage junior staff members, and integrate protection and gender perspectives into all areas of work. Specific tasks include supporting the development of a Theory of Change during the CSP design stage, ensuring compliance with corporate standards for monitoring systems and tools, drafting regular monitoring reports, and supporting mid-term and thematic reviews. The officer will also manage or support decentralized evaluations and engage stakeholders throughout the evaluation process.

Required Qualifications:
Candidates must possess a theoretical understanding of Monitoring and Evaluation principles, results-based management (RBM), and theories of change. They should have the ability to analyze both quantitative and qualitative data to assess program performance, outcomes, and impact. Technical knowledge in designing logical frameworks, indicators, data collection tools, and evaluation methodologies is essential. The officer should also demonstrate strong communication skills and the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
An advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields is required. Alternatively, a first university degree with additional years of relevant work experience and/or training or courses may be acceptable.

Experience:
A minimum of three years of relevant professional work experience is required, specifically in monitoring and evaluation activities. Candidates should have experience using a variety of quantitative and qualitative analytical tools and methods, demonstrating their capability to contribute effectively to the M&E functions of the organization.

Languages:
Fluency in English and French is mandatory, with a proficiency level of C. This bilingual requirement is essential for effective communication and collaboration within the diverse working environment of WFP.

Additional Notes:
This position is a National Fixed Term contract for a duration of 12 months, with the possibility of renewal. It is open exclusively to Haitian nationals, and female candidates are strongly encouraged to apply.
