Job Overview:
The consultant will work under the supervision of the Cluster Coordinator to support the identification and verification of attacks on health care in Ukraine using the WHO Surveillance of Attacks on Health Care (SSA) methodology. This role involves reviewing the Ministry of Health database to identify relevant incidents, confirming incidents through communication with community key informants, and enhancing the effectiveness of the humanitarian response by strengthening information management. The consultant will also contribute to reports and presentations documenting the scope and impact of attacks on health care, conduct ongoing media monitoring, and manage data entry and organization activities. The position is crucial in maintaining a centralized, timely, and reliable information management system to support humanitarian efforts in a conflict-affected environment.

Duties and Responsibilities:
  • Maintain ongoing surveillance and verification of attacks on health care in line with the WHO SSA methodology, ensuring regular updates to the Ukraine SSA database.
  • Record and update health-related assessments conducted by partners or relevant actors into the Health Cluster Assessment Tracker, including concise summaries of key findings.
  • Synthesize and present priority findings from health-related assessments during Health Cluster meetings, preparing consolidated presentations highlighting key trends and implications.
  • Produce internal analytical reports on attacks against health care for specified quarters and on an ad hoc basis as required.
  • Ensure the Health Cluster Assessment Tracker is updated weekly, incorporating newly available assessments and analytical summaries.
  • Contribute technical and analytical inputs to written information products, including bi-weekly infographics focused on attacks on health care.
  • Redact meeting minutes for internal meetings, ensuring action points are documented and uploaded to the Cluster SharePoint.

Required Qualifications:
Essential qualifications include a Bachelor’s degree in health, social studies, political science, or a related field. The candidate must possess strong communication skills, management and leadership abilities, and proficiency in IT skills, particularly MS Office. A good understanding of health policy, health management, and health information systems in Ukraine is also essential. Desirable qualifications include previous collaboration with WHO or other international organizations, experience working with governmental institutions, and a strong interest in primary health care and quality of care.

Educational Background:
The position requires a Bachelor’s degree in health, social studies, political science, or a related field. This educational background is essential for understanding the complexities of health systems and policies, particularly in the context of Ukraine's ongoing health challenges due to conflict.

Experience:
Candidates must have at least two years of professional experience in primary care, health policy, or related fields. This experience should include an understanding of health reforms in Ukraine and may involve collaboration with WHO, UN, or national organizations engaged with health-related issues. Experience working in primary care centers, universities, or NGOs focused on health is also desirable.

Languages:
Excellent knowledge of Ukrainian is essential, along with high proficiency in English. These language skills are crucial for effective communication and reporting in a multilingual environment, especially given the context of health care in Ukraine.

Additional Notes:
The contract is expected to start on July 1, 2026, and end on December 31, 2026, lasting for a total of six months. The consultant will be based in Kyiv, with no anticipated travel. The total contract value is USD 19,092.00, with a monthly rate of USD 3,182.00 based on 20 working days per month. Payment will be made monthly upon provision of a Technical Report and approval from the Responsible Office.
