Job Overview:
The position of Humanitarian Expert is crucial for the effective monitoring and implementation of sanctions related to the Central African Republic (CAR). The expert will be responsible for drafting and finalizing reports, including ad hoc, midterm/interim, and final reports for the Sanctions Committee. This role requires extensive travel, both regionally and internationally, to gather information and engage with various stakeholders. The expert will work under the guidance of the Security Council Subsidiary Organs Branch and will be part of a panel that reports directly to the Security Council. The expert's contributions will be vital in ensuring that sanctions are effectively monitored and enforced, and that recommendations for improved implementation are made based on thorough investigations and analyses.

Duties and Responsibilities:
The Humanitarian Expert will have a wide range of responsibilities, including but not limited to: monitoring sanctions measures and investigating alleged violations; participating in investigations and contributing to reporting through investigative reports and briefings; compiling information on individuals and entities involved in sanctions violations; preparing recommendations for improved sanctions implementation; conducting media monitoring; assisting in capacity-building for states; ensuring high standards of evidence in reports; and providing due process to affected parties. The expert will also be responsible for drafting work programs, participating in investigative missions, and submitting an End of Assignment Report at the end of the mandate. Administrative duties include adhering to UN rules and regulations and ensuring safety and security protocols are followed during travel.

Required Qualifications:
Candidates must possess an advanced university degree in military science, political science, international relations, law, finance, journalism, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates must demonstrate a minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience. Strong field research or investigative experience is essential, along with proven skills in writing high-quality reports and navigating complex political environments. A demonstrated understanding of sanctions regimes is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a relevant field such as military science, political science, international relations, law, finance, or journalism. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. This educational foundation is critical for understanding the complexities of sanctions and the political landscape in which the expert will operate.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant areas, with at least three years of field experience in post-conflict or transitional situations. Candidates should have strong field research or investigative experience and a proven track record of writing high-quality reports. Experience working under the rules and regulations of the United Nations and familiarity with its working culture is highly desirable, as is a demonstrated understanding of sanctions regimes.

Languages:
Fluency in English and French is required for this position. Additionally, a working knowledge of one other UN language would be advantageous, as it would facilitate communication and collaboration with diverse stakeholders in the international community.

Additional Notes:
This consultancy position is classified as Level C according to the UN's administrative instructions. The expected duration of the position is 12 months, starting in August 2026, subject to renewal based on the mandate and budgetary approval. All experts will engage in frequent regional and international travel, which will be conducted in Economy Class as per UN administrative instructions.
