Job Overview: The Associate, Project Implementation Specialist plays a crucial role in supporting the Infrastructure Europe Team in Romania, focusing on the preparation and implementation of infrastructure-related Technical Cooperation (TC) projects, particularly those supported by the EU and EBRD. This position requires collaboration with bankers and project teams to ensure that TC assignments are prepared in accordance with the Bank’s Procurement Policies and Rules (PP&R). The specialist will also be responsible for supporting project implementation to ensure timely delivery and achievement of project objectives. The role involves leading the preparation and structuring of TC projects, drafting and reviewing essential documentation, and ensuring compliance with procurement rules and regulations. The specialist will also engage with various stakeholders, including Romanian authorities and international financial institutions, to facilitate effective project execution.
Duties and Responsibilities: The duties and responsibilities of the Associate, Project Implementation Specialist include leading the preparation, structuring, and implementation of assigned TC projects, drafting or reviewing Terms of Reference (ToR), TC profiles, budgets, and related documentation. The specialist will lead consultant selection processes, support internal approval of TCs, and review TC reports and deliverables to ensure they meet project objectives. Additionally, the specialist will monitor and report on the Romanian infrastructure TC portfolio, prepare monthly Memorandum of Understanding (MoU) reports, and act as an interface with relevant authorities and institutions. The role also involves supporting the implementation of project contracts, procurement and contract management for infrastructure projects, reviewing engineers’ reports, and participating in project meetings and site visits. The specialist will advise management and clients on EU-related investments and assist in preparing budgets and payment documentation for TC and works contracts.
Required Qualifications: Candidates must possess a minimum of 7 years of experience in public infrastructure investments and project implementation, with relevant experience in Technical Assistance, including preparation and administration of TC assignments. Familiarity with procurement and contract management processes, project cycle management principles, and EU funding instruments is essential. Experience working with international financial institutions (IFIs) is advantageous, as is a good understanding of the Romanian public administration system and public procurement framework. Strong analytical, organizational, and communication skills with attention to detail are required.
Educational Background: A university degree in engineering, economics, business administration, or a related discipline is required. Additional qualifications in project management, procurement, or contract management are considered an asset.
Experience: The position requires a minimum of 7 years of professional experience in public infrastructure investments and project implementation, with a strong background in Technical Assistance and project documentation.
Languages: Fluency in English and Romanian, both written and spoken, is mandatory. A strong command of standard MS Office applications, particularly Word and Excel, is also required. The ability to work effectively in multicultural environments and collaborate with diverse stakeholders is essential.
Additional Notes: This is a fixed-term contract position with a duration of 2 years. The role is based in Bucharest, Romania, and may require travel as needed.
