Job Overview:
The consultant will play a crucial role in supporting qualitative data organization, coding, analysis, and synthesis for a case study focused on drowning prevention in Vietnam. This position is vital due to the alarming statistics surrounding drowning, which is a leading cause of injury-related death among children and adolescents in the country. The consultant will utilize implementation research approaches, particularly the Consolidated Framework for Implementation Research (CFIR), to identify barriers and enabling factors in the implementation of drowning prevention interventions. The consultant will be responsible for managing qualitative datasets, conducting thematic analysis, and synthesizing findings to inform future interventions and policies. This role requires a strong analytical mindset and the ability to work collaboratively with various stakeholders, including WHO, the Ministry of Health (MOH), and Johns Hopkins University (JHU).

Duties and Responsibilities:
The consultant will be responsible for a comprehensive set of duties, including: organizing and managing qualitative datasets, transcripts, and reference materials; conducting qualitative coding and thematic analysis using the CFIR framework; supporting 10–12 key informant interviews and consultation meetings; analyzing, revising, and finalizing key findings and analytical outputs; consulting with MOH/AMCA, WHO, JHU, and relevant partners on data and analysis results; and coordinating closely with the Lead National Consultant, WHO, JHU, and MOH throughout the assignment. Specific deliverables include organizing qualitative data by June 30, 2026, completing qualitative coding and thematic analysis by July 15, 2026, preparing analytical summaries and reports by July 25, 2026, and ensuring quality and consistency of datasets by July 31, 2026.

Required Qualifications:
Essential qualifications include a university degree in public health, epidemiology, social sciences, health research, statistics, or related fields. The consultant should possess strong analytical and organizational skills, the ability to manage qualitative datasets with attention to detail, good communication and report drafting skills, and the ability to work independently and meet deadlines. Desirable qualifications include postgraduate training in qualitative research or implementation research, knowledge of implementation science approaches and frameworks, and familiarity with drowning prevention or injury prevention programs.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as public health, epidemiology, social sciences, health research, or statistics. A postgraduate degree or training in qualitative research or implementation research is considered desirable and would enhance the candidate's qualifications for this consultancy role.

Experience:
Candidates must have at least 5 years of relevant professional experience in qualitative research, public health research, or implementation research. Experience in qualitative data coding and thematic analysis is essential, as is experience in organizing research datasets and analytical materials. Desirable experience includes familiarity with NVivo or similar qualitative analysis software and previous involvement in implementation research or policy research studies.

Languages:
Expert knowledge of Vietnamese and English is essential for this position. The ability to communicate effectively in both languages will facilitate collaboration with local stakeholders and ensure accurate reporting and analysis of qualitative data.

  • The consultant will be compensated at a rate of USD 110 per day, paid in local currency. The position is part-time, and the consultant may be required to travel within Vietnam for interviews, consultation meetings, or technical discussions as requested by WHO.
