Job Overview:
As the People and Culture Manager, you will play a pivotal role as a senior HR leader and strategic business partner, overseeing People and Culture teams across Vietnam, Laos, and Cambodia. This position is based in Hanoi and involves reporting to the Representative of Vietnam, with matrix reporting to the Representatives in Cambodia and Laos. Your primary responsibility will be to shape and deliver HR strategies that align with the ambitious goals of the Country Programmes aimed at benefiting children. The role requires you to go beyond traditional service delivery, providing authoritative technical leadership, influencing senior management, and addressing complex HR matters. You will also contribute to global HR policy development and innovation, ensuring that HR services enhance the capacity of your clients in the three country offices to meet their business objectives. Key functions of this role include management of the unit, technical HR leadership, business partnering, strategic human resources, implementation of HR services, learning and capacity development, and HR data analytics.

Duties and Responsibilities:
  • Lead and manage the People and Culture unit across Vietnam, Laos, and Cambodia, ensuring alignment with organizational goals.
  • Provide technical HR leadership and guidance to senior management on HR strategies and policies.
  • Develop and implement HR services that support the business objectives of the country offices.
  • Foster a culture of learning and capacity development within the teams.
  • Utilize HR data analytics to inform decision-making and improve HR practices.
  • Address complex HR issues and provide solutions that align with organizational values and objectives.
  • Collaborate with stakeholders to ensure effective business partnering and strategic HR management.
  • Contribute to the development of global HR policies and practices that enhance organizational effectiveness.

Required Qualifications:

Educational Background:
Candidates must possess a Master’s degree or equivalent in a relevant field such as Human Resources Management, Business Administration, or Psychology. Alternatively, a Bachelor’s degree in a relevant area combined with additional work experience may be considered. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in this senior HR role.

Experience:
The position requires a minimum of 8 years of relevant work experience in Human Resources and related fields. This experience should encompass a broad range of HR functions, including but not limited to Talent Management, Workforce Planning, and Employee Relations. Candidates should have a proven track record of strategic HR leadership and the ability to influence and partner with senior management effectively. Experience in complex and sensitive HR matters, particularly in development and humanitarian contexts, is highly desirable.

Languages:
Fluency in English is mandatory for this position. Additionally, knowledge of another official UN language (such as Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset. This linguistic capability will enhance communication and collaboration within the diverse environments in which UNICEF operates.

Additional Notes:
This position is initially focused on providing support to Laos (40%), Cambodia (30%), and Vietnam (30%) for the first 18 months.
