Job Overview:
The National Programme Coordination Specialist will be instrumental in implementing the EU-funded programme aimed at supporting women's employment in Tunisia, particularly in the Green, STEM, and Care Economies. This role is crucial in addressing the current labor force participation rate of women in Tunisia, which stands at 26.3%, with a target of creating 47,000 new jobs for women by 203
  • The specialist will focus on employment generation strategies, stakeholder engagement, and navigating the complex political and economic landscape of Tunisia to promote gender-responsive private sector development. The position requires a blend of program management, strategic analysis, and partnership development to ensure the successful execution of the programme's objectives.

Duties and Responsibilities:
The incumbent will oversee the management and technical implementation of the EU programme, ensuring alignment with national priorities. Responsibilities include refining Tunisia's National Chapter, developing comprehensive work plans for employment generation, providing technical guidance on gender-responsive strategies, and overseeing the implementation of employment generation activities. The specialist will conduct in-depth labor market analysis, develop evidence-based strategies, and design innovative programme models. Additionally, the role involves managing resource mobilization efforts, building partnerships with national and international stakeholders, and establishing robust monitoring frameworks to evaluate programme performance.

Required Qualifications:
Candidates must possess a strong knowledge of women's economic empowerment and private sector partnerships for gender equality and women's empowerment (GEWE). They should demonstrate strong analytical skills, the ability to synthesize program performance data, and effective communication skills. Coordination and organization skills, along with strong networking abilities, are essential. The candidate should also have the capacity to identify trends and opportunities for fundraising and possess a solid understanding of the Arab region's socio-economic context.

Educational Background:
A Master's degree or equivalent in economics, sustainable development, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
At least 5 years of progressively responsible work experience in development, implementation, monitoring, and reporting on programmes related to gender and the private sector is required. Experience in providing advisory support to the private sector on women's economic empowerment is essential. Desirable experience includes working in gender-related areas, capacity building for government stakeholders and private sector partners, and familiarity with UN operations.

Languages:
Fluency in French and Arabic is mandatory, with English as a working language also required. Proficiency in these languages is crucial for effective communication and collaboration within the role.
