Job Overview: The National Consultant for Evaluation will play a crucial role in assessing the performance and results of the Sida-supported programme implemented by UN Women Sudan Country Office from 2019 to 202
This position involves evaluating the relevance, effectiveness, efficiency, coherence, impact, and sustainability of the programme. The consultant will engage with key stakeholders, including implementing partners, beneficiaries, and government institutions, to gather evidence-based findings on the programme's achievements in advancing gender equality, women's empowerment, and peacebuilding in Sudan. The evaluation aims to support accountability, learning, and decision-making by identifying strengths, gaps, lessons learned, and good practices, while providing actionable recommendations for future programming and strategic engagement between Sida and UN Women Sudan CO.
Duties and Responsibilities:
Support the desk review of relevant programme documents, evaluation reports, and contextual materials.
Contribute to the development of the inception report, focusing on contextual analysis, stakeholder mapping, and fieldwork feasibility.
Adapt and contextualize data collection tools for key informant interviews (KIIs), focus group discussions (FGDs), and surveys.
Lead data collection at national and sub-national levels, ensuring ethical practices and stakeholder engagement.
Analyze qualitative and quantitative data, providing contextual interpretation of findings.
Contribute to drafting and finalizing evaluation reports, including facilitating validation workshops and stakeholder feedback sessions.
Ensure that the evaluation process adheres to UN Women’s evaluation guidelines and ethical standards.
Required Qualifications:
Master’s degree in gender/women studies, sociology, international development, or a related area, with an additional two years of experience.
At least 5 years of relevant work experience in monitoring, evaluation, or research on gender equality, women’s empowerment, and human rights in Sudan.
Strong facilitation and communication skills, with experience in conducting interviews and focus group discussions.
Good understanding of gender equality, women’s empowerment, and human rights issues in Sudan.
Educational Background: A Master’s degree in gender/women studies, sociology, international development, or a related area is required. This educational background should be complemented by relevant work experience in the field of gender equality and women's empowerment, particularly within the context of Sudan.
Experience: The position requires at least 5 years of relevant work experience, preferably in monitoring, evaluation, or research focused on gender equality, women’s empowerment, and human rights in Sudan. The consultant should have experience in process management, including facilitation and communication skills with various stakeholders.
Languages: Fluency in English and Arabic, both written and spoken, is mandatory for this position. Proficiency in these languages is essential for effective communication and engagement with stakeholders and for the preparation of evaluation reports and documentation.
Additional Notes: The evaluation will be conducted over a period of 30 working days within a four-month timeframe. The consultant will work under the overall technical leadership of an International Consultant and will be responsible for field data collection, stakeholder engagement, and contextual analysis. The evaluation process will be consultative and participatory, involving key stakeholders and ensuring that the findings are relevant and actionable. The consultant will also be expected to adhere to UN Women’s policies and procedures, including those related to diversity and inclusion, and will undergo rigorous reference and background checks.
