Job Overview:
The Serious and Organized Crime Section Manager will play a crucial role in leading efforts to combat serious and organized crime in Kosovo. This position requires a proactive approach to managing the section, advising the Kosovo Police on transnational threats, and ensuring effective collaboration with various stakeholders in the security sector. The successful candidate will be responsible for developing strategies to combat organized crime and terrorism, enhancing criminal intelligence capabilities, and fostering long-term security awareness initiatives. This role demands strong leadership skills, the ability to work under pressure, and a commitment to maintaining impartiality and objectivity while working with diverse teams.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of responsibilities, including:
  • Directly managing the Serious and Organized Crime Section, ensuring effective operations and strategic direction.
  • Recommending actions and activities for the department to combat serious and organized crime.
  • Advising Kosovo Police on transnational threats and reviewing relevant legislation and policies.
  • Maintaining awareness of security sector developments in Kosovo and the surrounding region.
  • Facilitating effective communication and information flow among relevant actors in internal security sector development.
  • Assisting in the development of criminal intelligence strategies to combat organized crime and terrorism.
  • Supporting the broader security and public safety initiatives to enhance long-term security awareness.
  • Drafting thematic and performance reports to assess progress and inform stakeholders.

Required Qualifications:
Candidates must possess a first-level university degree in law, criminal justice, police sciences, or a related field, along with a combination of formal education, specialized training, and proven experience in law enforcement or security matters. Additionally, candidates should have excellent physical condition, a valid automobile driving license, and the ability to drive manual transmission vehicles. Strong negotiating and interpersonal skills, as well as the ability to read and utilize maps, are essential. Candidates must also demonstrate very good oral and written communication skills in English and possess knowledge of international police standards and human rights.

Educational Background:
A bachelor's degree (first-level university degree) in law, criminal justice, police sciences, or an equivalent combination of education and experience is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage the Serious and Organized Crime Section and contribute to the OSCE's mission in Kosovo.

Experience:
Candidates must have a minimum of 8 years of diversified and progressively responsible police experience, including at least 3 years in a management role relevant to the position. This experience should encompass a range of law enforcement activities, particularly in areas related to organized crime, transnational threats, and security sector development. Previous experience in training and management, especially within a post-conflict environment, is highly desirable.

Languages:
Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Additionally, a working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse communities and stakeholders in Kosovo.

Additional Notes:
This position is classified as a middle management role under the OSCE's international secondment contract type. The successful candidate will be expected to work full-time and may be required to undergo medical clearance prior to appointment.
