Job Overview:
The Management Information System (MIS) Data Specialist will play a crucial role in the Education for All South Sudan (EFASS) program, which aims to address the educational crisis in South Sudan, where millions of children are out of school. This position is embedded within the Ministry of General Education and Instruction (MoGEI) in Juba, emphasizing the IRC's commitment to government ownership and sustainability. The MIS Data Specialist will lead efforts to strengthen education data systems, ensuring that data management transitions from donor-funded initiatives to a fully MoGEI-managed system. The role involves collaborating closely with MoGEI staff, enhancing their capacity to manage education data independently, and overseeing the development of digital data infrastructure that supports real-time decision-making and effective educational planning.

Duties and Responsibilities:
The MIS Data Specialist will be responsible for establishing productive relationships with MoGEI staff, leading capacity-building initiatives, and supporting the use of education data for national planning and policy dialogue. Key responsibilities include redesigning and improving existing data management systems, developing cloud-based data solutions, ensuring data interoperability, and managing the digitized monitoring system for the EFASS program. The specialist will also oversee the integration of biometric identity systems, engage with stakeholders to resolve usability challenges, and ensure ethical data collection practices are upheld. Additionally, the role involves preparing technical reports and briefings on data systems and findings for various stakeholders, including government officials and funding partners.

Required Qualifications:
Candidates must possess a Master's degree in Information Systems, Computer Science, Data Science, Statistics, Education Management, or a related field. A Bachelor's degree with substantial relevant experience may also be considered. A minimum of 5 years of professional experience in data management or analytics is required, with at least 3 years in fragile and conflict-affected states. Expertise in data analytics, digital infrastructure management, and education management information systems is essential. Candidates should demonstrate strong technical proficiency in data collection platforms and visualization tools, as well as experience in designing cloud-based solutions in resource-constrained environments. Familiarity with South Sudan's education data landscape and experience working within government systems are highly desirable.

Educational Background:
A Master's degree in a relevant field such as Information Systems, Computer Science, Data Science, Statistics, or Education Management is required. Candidates with a Bachelor's degree and significant relevant experience may also be considered for this position, highlighting the importance of practical experience alongside formal education.

Experience:
The position requires a minimum of 5 years of professional experience in data management, MIS development, or data analytics, with a strong emphasis on experience in fragile and conflict-affected states in sub-Saharan Africa. Candidates should have a proven track record of managing education management information systems and working effectively within government ministries or public institutions, demonstrating the ability to navigate complex political and institutional environments.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Proficiency in Arabic or South Sudanese languages is considered a strong advantage, enhancing the ability to engage with local stakeholders and communities effectively.
