Job Overview:
The position of Chargé.e de projet ECM is situated within the National Association of Luxembourg (HIL) and is part of the Education for Global Citizenship (ECM) team. This team is currently implementing projects funded by the Luxembourg Ministry of Foreign Affairs and the European Union (ERASMUS+). Starting from July 2026, two new ECM programs will be launched in collaboration with other organizations active in the field. The role involves informing, educating, and mobilizing the Luxembourg public on issues championed by HI, while achieving the objectives and expected results of the programs managed by the ECM department. The Chargé.e de projet ECM will participate in the dissemination of ECM activities in Luxembourg through awareness campaigns, public events, participatory workshops, and advocacy actions. The ECM team currently consists of a Manager, a Campaign Coordinator, and a Project Officer, all employed full-time, with support from a part-time communication officer dedicated to ECM.

Duties and Responsibilities:
The Chargé.e de projet ECM will report directly to the ECM Manager and will be responsible for several key missions:
  • Deployment of the ECM strategy, contributing to the adaptation of tools and activities to align with new sectoral orientations, actively participating in strategic reflections to implement and update the operational strategy of the ECM department, and assisting in the development and implementation of the action plan accompanying the strategy deployment.
  • Implementation of activities for the 2026/30 programs, ensuring planning, execution, monitoring, and evaluation of activities according to established budgets and timelines, ensuring achievement of activity indicators, and providing necessary information for coordination and follow-up.
  • Management of interventions and partnerships with the private sector, administrations, and municipalities, overseeing the implementation of ECM interventions in businesses and public institutions, designing new activities and tools, coordinating CSR workshops, and ensuring effective communication and visibility of interventions.
  • Advocacy efforts, contributing to the definition and implementation of advocacy actions on themes relevant to the ECM department, and representing HI at external events.
  • Participation in training related to the reform and sector, and supporting other team members in preparing or facilitating planned activities. The responsibilities may evolve based on sector opportunities and intervention scope, with potential evening or weekend work and regular travel within Luxembourg.

Required Qualifications:
Candidates must possess a higher university degree in fields such as international cooperation, sustainable development, business school, or local government management. Additionally, candidates should have 3 to 5 years of experience in a similar role, such as project management in ECM, CSR officer, or social affairs officer. Essential skills include knowledge of ECM issues and practices, understanding of themes related to inclusion, disability, humanitarian aid, and civilian protection, as well as knowledge of CSR issues and governance principles within local authorities. Candidates should also demonstrate project management capabilities, event organization skills, partnership management, and strong writing skills for internal and external activity reports.

Educational Background:
A higher university degree is required, preferably in international cooperation, sustainable development, business management, or local government management. This educational background is essential to understand the complexities of the role and the various stakeholders involved in ECM initiatives.

Experience:
Candidates should have a minimum of 3 to 5 years of relevant experience in a similar position, which may include roles such as project manager in ECM, CSR officer, or social affairs officer. This experience is crucial for understanding the dynamics of project management and the specific challenges faced in the field of education for global citizenship.

Languages:
Fluency in French (C1 level) is mandatory, along with a very good command of English (C2/C1 level). Knowledge of Luxembourgish and German is considered a significant asset, enhancing communication with diverse stakeholders and communities.
