Job Overview: The Director of the Information and Technology Management Department (CIO/CITO - INFOTEC) plays a pivotal role in the ILO, serving as the central authority for all matters related to information, digital technology, and management. This position encompasses a wide range of responsibilities, including strategic leadership, accountability for information management, and overseeing digital transformation initiatives. The CIO/CITO is tasked with ensuring that the ILO's technology and data capabilities align with the organization's mandate and priorities, particularly in a complex and regulated environment. This role requires a balance between ambitious transformation goals and the governance and risk management necessary to maintain operational resilience. The incumbent will work closely with senior management and various stakeholders to integrate technology and data into the ILO's strategic framework, ensuring that these assets are leveraged effectively to enhance organizational performance and support reform objectives.
Duties and Responsibilities:
Provide strategic vision and leadership for the Organization’s information and technology management ensuring alignment with the organizational priorities.
Lead the development and continuous stewardship of the Organization’s information, digital and technology strategy, ensuring close alignment with organizational priorities, constraints and risk appetite.
Provide leadership and strategic oversight for the Department's human and financial resources, determining priorities and allocating resources for the completion and timely delivery of work products in accordance with results-based management principles. Foster a harmonious working environment and help staff members to achieve their potential. Provide leadership, guidance, training and integrated approaches to human resource and career development issues.
Advance digital and technology priorities within a highly regulated and consensus-based institutional environment, exercising political judgement, diplomacy and influence to reconcile diverse stakeholder expectations and organizational controls.
Act as a trusted senior adviser to executive management on technology, data and digital investment choices and trade-offs, including by analysing the technology market, and leading the development of high-level policy, strategy and administrative reform documents.
Lead digital transformation initiatives that improve organizational effectiveness, collaboration, knowledge sharing and user experience across headquarters, regional and field offices.
Ensure the delivery of reliable, secure and cost-effective enterprise technology services supporting global operations, balancing modernization with operational continuity.
Provide strategic oversight for the design and evolution of shared or global service delivery models for information and technology services, where these demonstrably enhance efficiency, consistency, resilience and value for money.
Lead the adoption and scaling of artificial intelligence and emerging technologies, ensuring ethical use, transparency, risk management and measurable organizational value. 1
Establish and maintain enterprise-wide governance frameworks covering architecture, digital platforms, data and artificial intelligence, cybersecurity, service delivery and technology investment management. 1
Oversee enterprise architecture, standards and technology roadmaps, ensuring sustainability, interoperability and long-term coherence of the technology landscape. 1
Provide executive leadership for information and data management, analytics and business intelligence, promoting data governance, quality, interoperability and responsible use. 1
Represent the Organization in UN system-wide and inter-agency digital and technology forums, and build strong, trust-based partnerships across the Organization as a senior adviser and collaborator. 1

Required Qualifications: The ideal candidate for this position should possess a strong set of qualifications that includes a deep understanding of information management, digital transformation, and technology leadership. Candidates should demonstrate a proven track record in managing large-scale information systems and technology functions, particularly in complex organizational environments. The ability to navigate political landscapes and influence diverse stakeholders is crucial, as is the capacity to lead multidisciplinary teams and manage significant budgets effectively. Furthermore, candidates should exhibit strong strategic thinking skills, with the ability to translate organizational goals into actionable technology strategies and roadmaps.
Educational Background: Candidates must hold an advanced level university degree (Master’s or equivalent) in fields such as information management, information technology, computer science, digital transformation, or data science. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with an additional two years of relevant experience, will also be accepted in lieu of an advanced degree. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to excel in this role.
Experience: Candidates should have at least 15 years of progressively responsible experience in information, digital, or technology leadership roles, including substantial experience at the international level. This experience should encompass a sustained track record at a senior executive level, demonstrating the ability to lead large, complex information or technology functions within an international or public sector context. Proven expertise in digital transformation, enterprise systems, data analytics, and managing multidisciplinary teams is essential, as is experience in establishing and managing global service delivery models.
Languages: Candidates must have an excellent command of one working language of the Organization (English, French, or Spanish) and a working knowledge of a second language. Proficiency in a third working language will be considered an advantage, as the ILO operates in a multilingual environment and values linguistic diversity.
Additional Notes: The position is a fixed-term contract, initially issued for a period of twenty-four months. Successful external candidates will be subject to a probationary period of two years. Any extension of the contract beyond this probation period will depend on satisfactory conduct and performance.
