Job Overview:
As an Operations Specialist at ADB, you will play a crucial role in enhancing the operational effectiveness of the Central and West Asia Department (CWRD). Your primary responsibilities will include providing high-quality analytical support for management decision-making, improving the quality and efficiency of departmental processes, and leading initiatives to adopt digital tools that enhance operational performance. You will be tasked with preparing management briefs, presentations, and reports that support strategic oversight and decision-making within CWRD. Additionally, you will conduct quality reviews of project and operational documents, assess internal workflows, and recommend improvements to enhance operational efficiency. Your role will also involve developing operational tools and overseeing CWRD's information database to strengthen data management and knowledge sharing. This position requires a proactive approach to identifying constraints and implementing solutions that align with departmental priorities.

Duties and Responsibilities:
The Operations Specialist will be responsible for a variety of tasks aimed at improving the operational effectiveness of CWRD. Key duties include:
  • Preparing clear, evidence-based management briefs, presentations, and reports to support CWRD management's strategic oversight and decision-making.
  • Enhancing the quality and consistency of briefing materials by developing practical guidance and refining workflows.
  • Conducting quality reviews of selected project and operational documents to ensure clarity, accuracy, and alignment with policies and operational standards.
  • Providing high-quality analytical inputs to corporate reporting requirements and departmental planning processes.
  • Assessing internal workflows and business processes, identifying constraints, and recommending improvements to enhance operational efficiency.
  • Developing and implementing operational tools, including templates and checklists, to promote quality and efficiency across departmental outputs.
  • Overseeing and enhancing CWRD's information database and knowledge systems to strengthen data structure and usability.
  • Improving data quality and reporting processes to support reliable decision-making.
  • Supporting the adoption of digital and AI-enabled solutions to enhance data management and workflow processes. 1
  • Performing other tasks aligned with the work plan and evolving departmental priorities.

Required Qualifications:
To be considered for the Operations Specialist position, candidates must possess a university degree in Economics, Finance, Engineering, or related fields, preferably with a post-graduate level or its equivalent. Additionally, candidates should have at least 6 years of relevant professional experience in an international setting, with experience in the Central and West Asia region being an advantage. A good knowledge of multilateral development bank's operational procedures and business processes, including programming, project preparation, implementation, and evaluation, is essential. Candidates should also have knowledge of sector or thematic operations, as well as proficiency in commonly used software for word processing, spreadsheets, presentations, and graphics. Written and verbal proficiency in English is mandatory.

Educational Background:
Candidates must hold a university degree in a relevant field such as Economics, Finance, or Engineering. A post-graduate degree or equivalent qualification is preferred, indicating a higher level of expertise and understanding of the complexities involved in the role.

Experience:
The position requires a minimum of 6 years of relevant professional experience, particularly in an international context. Experience working within the Central and West Asia region will be considered an advantage, as it demonstrates familiarity with the specific challenges and opportunities present in that area. Candidates should have a strong background in multilateral development bank operations, including project management and evaluation.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication and collaboration within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages relevant to the Asia-Pacific region may be considered beneficial but is not mandatory.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The position is full-time and based at ADB's headquarters in Manila, Philippines.
