Job Overview: The Contract & Compliance Advisor position is a critical role within the Resettlement, Asylum and Integration (RAI) division of the IRC, which focuses on creating opportunities for refugees and vulnerable migrants. This role is essential due to the significant increase in donor-issued contracts within the RAI portfolio, which currently manages an estimated $30–50 million USD in active service contracts across various U.S. states and government levels. The advisor will be responsible for overseeing the entire contract lifecycle, from pre-award evaluations to compliance monitoring and contract close-out. This position requires a strategic approach to developing policies, tools, and organizational capacity to ensure consistent and compliant contract management across the RAI network. The advisor will collaborate closely with finance, program, and field office teams, ensuring that all contract management practices align with federal regulations and organizational policies.
Duties and Responsibilities: The primary duties and responsibilities of the Contract & Compliance Advisor include:
Contract Lifecycle Management: Serve as the main point of accountability for contract management across the RAI portfolio, overseeing active contracts from award to close-out. Conduct risk assessments for new and existing contracts, identifying compliance vulnerabilities and implementing mitigations. Monitor contract performance and ensure timely submission of all donor-required reports.
Policy and Practice Development: Develop and maintain a contract management policy framework tailored to RAI’s context, aligned with federal regulations and organizational policies. Draft standard operating procedures and guidance documents to support consistent contract administration.
Systems and Dashboard Tools: Lead the design and management of contract tracking dashboards and workflows within project management platforms. Ensure tools provide real-time visibility into contract status and compliance requirements.
Stakeholder Alignment and Capacity Building: Facilitate coordination between finance, program, and field office teams to build shared understanding of contract administration. Develop training materials to increase organizational literacy on contract compliance.
Portfolio Oversight and Reporting: Maintain an inventory of all RAI contracts, producing regular reports on contract performance and compliance trends. Support internal and external audits related to contract compliance.
Required Qualifications: The required qualifications for the Contract & Compliance Advisor position include:
Minimum of eight (8) years of progressive experience in contract management or grants management.
Demonstrated expertise in federal contracting regulations, particularly Uniform Guidance (2 CFR 200).
Experience managing state-level service contracts across multiple jurisdictions.
Proven ability to develop and implement contract management policies and procedures.
Excellent written and verbal communication skills, with the ability to translate complex regulatory requirements into accessible guidance.
Educational Background: A bachelor’s degree in a relevant field is required, with a preference for candidates holding advanced degrees in public administration, business administration, or a related discipline. Additional certifications in contract management or grants management are highly desirable.
Experience: Candidates should have a minimum of eight years of relevant experience in contract management, grants management, or a closely related field. This experience should include demonstrated expertise in federal contracting regulations and managing service contracts across multiple jurisdictions.
Languages: Fluency in English is mandatory, with additional languages being a plus, particularly those relevant to the populations served by the IRC, such as Spanish, Arabic, or French.
Additional Notes: This position is remote, with the expectation of maintaining regular availability during core business hours. Occasional travel to field offices or headquarters may be required for training or stakeholder engagement. The compensation for this role ranges from $90,000 to $110,000, based on various factors including the labor market and individual candidate experience.
