Job Overview: The MEAL Specialist position at UNICEF involves developing and facilitating the rollout of a Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the National Open Defecation Free (ODF) and Safely Managed Sanitation (SMS) Plan in Ghana. This role is crucial for ensuring that the MEAL framework is comprehensive and effective in monitoring progress in sanitation service delivery and systems strengthening. The specialist will work collaboratively with various government bodies and stakeholders to ensure the framework aligns with national priorities and enhances the capacity of the sanitation sector. Duties and Responsibilities:
Facilitate the development of a comprehensive MEAL framework for the National ODF and SMS Plan, including indicators for monitoring progress in both systems strengthening and service delivery activities.
Develop an assessment framework to determine the maturity of program interventions on a scaling continuum.
Create a reporting mechanism and platform for the National ODF and SMS plan, outlining requirements for quarterly and annual reports and procedures for data compilation from district to regional to national levels.
Implement a comprehensive capacity-building plan for the sector to utilize the MEAL Framework effectively.
Provide technical support for reporting, performance data analysis, and joint sector reviews at all levels.
Develop and facilitate the rollout of a knowledge management plan, including adaptive leadership actions for decision-making.
Review sector sanitation protocols and data systems regularly to ensure alignment with sector needs and improve stakeholder access and use.
Required Qualifications: Candidates must possess an advanced degree in a relevant field, with specialized training in Monitoring and Evaluation. They should have at least 10 years of relevant work experience in monitoring and evaluation, demonstrating strong analytical skills and the ability to communicate complex information effectively. Experience working with government and development partners in monitoring and reporting is essential, along with a solid understanding of MEAL frameworks and operational research.
Educational Background: An advanced degree in a relevant field is required, with specific qualifications or training in Monitoring and Evaluation. This educational background is crucial for understanding the complexities of data systems and evaluation methodologies necessary for the role.
Experience: The position requires a minimum of 10 years of relevant work experience in monitoring and evaluation. Candidates should have direct experience in developing MEAL frameworks and conducting assessments, as well as familiarity with both quantitative and qualitative research methodologies. Experience in knowledge management and preparing documentation such as case studies is also desirable.
