Job Overview: The consultant will play a crucial role in the Government of Ghana-UNICEF WASH Programme, specifically focusing on the Basic Sanitation Information System (BaSIS). This position involves ensuring that data collection instruments and analytical frameworks meet the highest standards of data quality and integrity. The consultant will work on developing Climate Resilient Safely Managed Sanitation (CRSMS) Monitoring Tools and a Programme Activity Planning, Budgeting and Implementation (PAPBIM) Toolkit. The assignment is structured to be executed on a retainer basis for three years, emphasizing the importance of statistical accuracy and relevance in sanitation data management. The consultant will collaborate with various stakeholders, including government ministries and statistical services, to enhance data collection and analysis processes.
Duties and Responsibilities:
Conduct a statistical review of the district sanitation update tool and reports, ensuring data accuracy and comparability across districts.
Recommend sampling frames for data collection that prioritize cost-effectiveness.
Support the delineation of district boundaries for micro planning.
Develop training manuals and guidelines for data collection and analysis.
Facilitate a sanitation sub-sector data assessment and develop a vision for a national data system on sanitation.
Establish a framework for integrating sanitation data from multiple sources, ensuring consistency and comparability.
Develop a partnership framework to enhance data availability and quality.
Facilitate the establishment of a platform for student and young professional engagement in data innovations.
Required Qualifications: Candidates must possess an advanced degree in Statistics, Mathematics, or a related field. They should have at least 10 years of relevant work experience in statistics, with expertise in complex data analysis and WASH data reporting. Experience working with government or donor-funded projects and establishing statistical frameworks is essential. Additionally, candidates should demonstrate skills in training and capacity building, as well as the design and implementation of surveys.
Educational Background: An advanced degree in Statistics, Mathematics, or a related field is required for this position. This educational background is crucial for understanding complex data analysis and statistical methodologies necessary for the role.
Experience: Candidates should have a minimum of 10 years of relevant work experience in statistics, particularly in the context of WASH data analysis and reporting. Experience with government or donor-funded projects is highly desirable, as is familiarity with establishing statistical frameworks and preparing guidelines for data collection and analysis.
