Job Overview:
The consultant will be responsible for developing standard tools for monitoring Climate Resilient Safely Managed Sanitation (CRSMS) in Ghana. This role is crucial in addressing the lack of comprehensive administrative data systems for sanitation monitoring, which is essential for achieving the Sustainable Development Goals (SDGs). The consultant will work with various stakeholders to create tools that facilitate the assessment and reporting of sanitation conditions across districts, ensuring that the data collected is statistically accurate and relevant for programming. The position requires collaboration with the Ministry of Local Government and other partners to enhance sanitation programming and improve child health outcomes in Ghana.

Duties and Responsibilities:
  • Conduct a desk review of existing CRSMS tools and data monitoring systems in Ghana and beyond.
  • Develop a district sanitation update tool with reporting templates for assessing Climate Resilient Safely Managed Sanitation.
  • Test the sanitation update tool in three diverse districts and document findings in a comprehensive report.
  • Create step-by-step guides and workflows for routine monitoring of CRSMS at the district level.
  • Develop standard tools for conducting annual programme assessments on CRSMS and reporting at the district level.
  • Collaborate with stakeholders to ensure the tools meet the needs of the sanitation sector and facilitate effective monitoring and evaluation.

Required Qualifications:
Candidates must possess an advanced degree in Civil Engineering, Public Health Engineering, or a related field. They should have at least 8 years of relevant work experience in the Water, Sanitation, and Hygiene (WASH) sector. Additionally, candidates should demonstrate knowledge of Climate Resilient Safely Managed Sanitation and experience in developing monitoring tools and programme workflows. Strong analytical skills and the ability to work collaboratively with various stakeholders are essential.

Educational Background:
An advanced degree in Civil Engineering, Public Health Engineering, or a related field is required for this position. This educational background is crucial for understanding the technical aspects of sanitation systems and the implementation of effective monitoring tools.

Experience:
A minimum of 8 years of relevant work experience in the WASH sector is required. Candidates should have a proven track record of working on sanitation programming and developing monitoring tools that align with international standards and best practices.

Languages:
Fluency in English is mandatory for this position. Candidates with additional language skills, particularly in local languages spoken in Ghana, may have an advantage, but English proficiency is essential for effective communication and reporting.

Additional Notes:
The consultancy contract will be signed in two phases, with the second phase contingent on the performance of the selected consultant and the availability of funds. The position may involve working with a multi-stakeholder team and requires the consultant to provide a detailed methodology and work plan, including a price quotation for the services rendered.
