Job Overview: The National UN Volunteer Expert will play a crucial role in supporting the Ministry of Veterans Affairs in Ukraine by enhancing the operational, regulatory, and analytical foundations of the state non-profit entity known as the 'State Veteran Space.' This position is designed to improve policy coherence and operational readiness for the rollout of veteran spaces across the country. The expert will conduct analyses of existing legislation and institutional frameworks, ensuring that the needs of veterans and their families are met through evidence-based public policy and service design. The role requires a deep understanding of the veteran community's needs and the ability to facilitate consultations with various stakeholders to ensure that the solutions developed are community-informed and effective.
Duties and Responsibilities: The duties and responsibilities of the National UN Volunteer Expert include:
Supporting the development of operational and regulatory frameworks for the 'State Veteran Space' to ensure inclusive service design.
Conducting thorough analyses of national legislation and institutional frameworks related to veteran spaces.
Analyzing existing non-governmental veteran spaces to identify scalable practices.
Collecting and analyzing data on veterans' needs to inform public policy.
Providing analytical inputs on the rollout of veteran spaces, considering demographic and vulnerability factors.
Contributing to the preparation of draft laws and regulatory acts.
Developing recommendations for legislative amendments to enhance coherence in veterans' policies.
Facilitating stakeholder engagement to validate draft regulations.
Providing expert opinions on the sustainability of veteran spaces. 1
Reviewing international standards to introduce best practices in Ukraine. 1
Supporting knowledge sharing among stakeholders to strengthen veterans' reintegration support. 1

Required Qualifications: Candidates must possess strong analytical skills, a deep understanding of public policy, and experience in working with veteran communities or similar sectors. They should demonstrate adaptability, creativity, and the ability to work under pressure. Knowledge of Ukrainian legislation and experience in regulatory frameworks is essential. The candidate should also have excellent communication skills to engage with various stakeholders effectively.
Educational Background: A relevant degree in social sciences, public policy, law, or a related field is required. Advanced degrees or specialized training in areas related to veterans' affairs or social services would be advantageous.
Experience: Candidates should have a minimum of 3-5 years of relevant experience in public policy analysis, regulatory frameworks, or working with veteran communities. Experience in international development or with UN agencies is a plus, as is familiarity with the socio-economic context of Ukraine.
Languages: Fluency in Ukrainian and English is mandatory. Knowledge of additional languages, particularly Russian, would be considered an asset.
Additional Notes: This is a full-time volunteer position with a contract duration that may be extended based on funding and performance. The position offers a Volunteer Living Allowance (VLA) of USD 2405 per month, along with a one-time entry lump sum of USD 35
Medical and life insurance coverage is provided for the duration of the assignment. UN Volunteers accrue annual leave and are entitled to sick leave and learning leave under specified conditions. The position is based in Ukraine, which is classified as a hardship duty station.
