Job Overview:
The Learning and Development Consultant position is crucial for the Human Resources Division at the Latin America and the Caribbean Regional Office (LACRO) of WFP. The consultant will be responsible for designing, implementing, and monitoring regional capacity development, career management, and transition programs that align with WFP's organizational strategy and talent priorities. This role involves providing technical guidance to employees and managers on career development and mobility, leading strategic coaching initiatives, and conducting Learning Needs Assessments (LNAs) to identify capability gaps. The consultant will also coordinate regional participation in corporate learning and development offerings, ensuring coherence and effective uptake. The position requires a proactive approach to fostering a culture of continuous learning and employee engagement, contributing to enhanced performance across the region.

Duties and Responsibilities:
  • Design, implement, and monitor regional capacity development, career management, and transition programs to strengthen people management capabilities. Ensure alignment with organizational strategy and corporate frameworks. Provide technical guidance on career development and transition processes.
  • Lead the implementation of the Regional Coaching Initiative, including the 'Coaching as a Manager' program. Coordinate the Regional Coaching Programme, ensuring quality and alignment with leadership objectives. Promote a coaching culture that supports strategic leadership and people development.
  • Plan and conduct Learning Needs Assessments (LNAs) across Country Offices, identifying capability gaps and presenting actionable recommendations. Develop comprehensive learning and development action plans based on LNA findings.
  • Lead the design and implementation of innovative initiatives to strengthen a regional culture of continuous learning and knowledge sharing. Coordinate regional participation in corporate learning offerings.
  • Perform other duties related to learning, development, coaching, and career management as required.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a relevant field. Alternatively, a first university degree with additional years of related work experience or training may be considered. Candidates should have five to ten years of postgraduate professional experience in Human Resources, particularly in learning and development, with a focus on international humanitarian development. Certification in coaching and experience in conducting LNAs and developing action plans are essential. Candidates should also have experience in project coordination and implementing change initiatives.

Educational Background:
An advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field is required. A first university degree with additional relevant work experience or training may also be acceptable.

Experience:
The position requires five to ten years of postgraduate professional experience in Human Resources, with a strong focus on learning and development within international humanitarian contexts. Candidates should have solid experience in Learning and Development at an organizational or regional level, including experience in coaching and conducting Learning Needs Assessments (LNAs). Experience in project management and coordinating change initiatives is also necessary.

Languages:
Fluency in English and Spanish is mandatory for this position. Proficiency in French is considered an asset, enhancing the candidate's profile for this role.

Additional Notes:
This position is based in Panama City, Panama, under a Consultant contract type (CST II) and is expected to last until December 31, 2026, with the possibility of extension depending on funding availability.
