Job Overview:
The Information Systems Officer plays a crucial role in the Information Management and Technology Section (IMTS) of the OHCHR, focusing on supporting the Regional Office in Panama and its client offices. The incumbent is responsible for managing IT projects, conducting feasibility studies, and implementing new systems and IT services. This position requires close collaboration with regional counterparts and involves providing specialized advice to users and business owners. The officer will also maintain and enhance existing systems, ensuring they meet user needs and comply with ICT standards. The role demands a proactive approach to problem-solving and the ability to translate user requirements into effective IT solutions. Additionally, the officer will contribute to disaster recovery and business continuity plans, ensuring operational resilience in the face of challenges.

Duties and Responsibilities:
The Information Systems Officer will manage projects that involve feasibility studies, requirements analysis, and the implementation of new IT systems and services. Key responsibilities include developing detailed system specifications, providing specialized advice to users, maintaining existing systems, and troubleshooting issues. The officer will administer and configure applications, conduct testing, and develop training materials for staff. They will also facilitate communication between ICT service providers and clients, manage service level agreements, and oversee contract and vendor administration. Furthermore, the officer will support daily IT operations, maintain local ICT infrastructure, and assist with mission travel and onboarding of new staff.

Required Qualifications:
Candidates must possess a strong background in information technology and management, particularly in IT service management and systems administration. They should demonstrate proficiency in managing IT operations and have a solid understanding of cybersecurity practices. The role requires analytical and problem-solving skills, as well as the ability to interpret and present data effectively. Candidates should also exhibit professionalism, accountability, and a client-oriented approach, ensuring that they meet the needs of users and stakeholders.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Relevant certifications in IT service management, project management, or cybersecurity are advantageous and may enhance a candidate's profile.

Experience:
A minimum of five years of progressively responsible experience in planning, IT operations, systems administration, and user support is required. Candidates should have experience providing ICT support to geographically distributed offices or field presences. Familiarity with Microsoft 365, cloud administration, and vendor coordination is desirable. Experience within the United Nations system or another international organization is also beneficial, as it demonstrates an understanding of the unique challenges and requirements of working in a global context.

Languages:
English and Spanish are required for this position, with proficiency at UN Level III for reading, writing, listening, and speaking. Knowledge of French is also beneficial but not mandatory. The ability to communicate effectively in these languages is essential for collaboration and service delivery within the organization.
