Job Overview: The Programme Associate, Finance, plays a vital role in the financial management, procurement, and general administrative services within the Programme Division of UNFPA. This position is primarily focused on supporting the global Comprehensive Sexuality Education (CSE) team within the Gender, Human Rights, and Inclusion Branch. The Programme Associate will report to the Programme Specialist, Operations and Programme Administration, while also receiving matrix management oversight from the CSE Coordinator. The successful candidate will be responsible for ensuring that financial transactions comply with UNFPA rules and donor requirements, monitoring financial resources, and providing necessary financial information and analysis to support the CSE team. This role requires a proactive approach to identifying potential financial issues and proposing solutions, as well as maintaining accurate financial reporting and budget management for donor-funded projects. The Programme Associate will also engage in procurement processes and provide administrative support to ensure the smooth operation of the team.
Duties and Responsibilities: The Programme Associate will be responsible for a variety of duties, including: A. Financial Management: Monitoring financial resources by providing necessary financial information and analysis to the CSE coordinator; reviewing project expenditures to identify potential problems and proposing remedial actions; ensuring compliance with UNFPA financial rules and donor requirements; consolidating financial reporting at the global level; preparing budgets and financial reports for donor-funded projects; processing invoices; maintaining an updated database of non-core global funds; and assisting in gathering information related to financial and programmatic reporting. B. Procurement: Acting as the focal point for all team procurement matters, reviewing procurement requests, and initiating procurement procedures for equipment, supplies, and services in a transparent and cost-effective manner. C. General Administrative Services: Interpreting UN/UNFPA administrative rules and regulations, providing guidance to staff, developing tools for effective monitoring of administrative activities, managing personnel and operations, liaising with staff on operational requirements, managing consultancies, and maintaining the team's calendar and schedule of appointments.
Required Qualifications: Candidates must possess a completion of Secondary School Education with additional training in Finance, Procurement, Administration, and Management. A first-level university degree in business administration or public administration is desirable. Additionally, candidates should have a minimum of 6 years of progressively responsible relevant experience in financial management and administration, preferably within the public or private sector. Experience with UN procurement and financial procedures is also desirable. Proficiency in computer applications such as Word, Excel, PowerPoint, and Google Suite is required, along with good writing and communication skills.
Educational Background: The educational background required for this position includes a completion of Secondary School Education, complemented by additional training in Finance, Procurement, Administration, and Management. While a first-level university degree in business administration or public administration is desirable, it is not mandatory. The emphasis is on practical experience and relevant training that equips the candidate with the necessary skills for the role.
