Job Overview:
The Partnerships & Resource Mobilization Officer plays a crucial role in managing strategic relationships with Member States and bilateral donors to advance UN Women’s objectives in Afghanistan. This position involves engaging with various stakeholders, including civil society and government counterparts, to coordinate and monitor UN Women interventions. The officer will be responsible for developing and implementing bilateral fundraising strategies, ensuring alignment with the organization's strategic priorities, and enhancing visibility and advocacy for partnerships. The role requires a strong understanding of the political and humanitarian context in Afghanistan and the ability to navigate complex donor landscapes effectively.

Duties and Responsibilities:
  • Manage strategic Member State and bilateral donor engagement by building and sustaining high-level institutional relationships.
  • Represent UN Women in external donor and policy-facing spaces.
  • Develop and implement bilateral fundraising strategies aligned with the Strategic Note.
  • Guide proposal positioning and donor messaging.
  • Identify risks and opportunities for diversifying funding streams.
  • Develop donor narratives and advocacy materials.
  • Coordinate high-level briefings and visibility events.
  • Provide strategic oversight across partnership streams, ensuring consistent messaging and relationship management.

  • Coordinate internal workflows and provide functional guidance across teams.

Required Qualifications:
Candidates must possess strong knowledge of strategic partnerships and resource mobilization, with demonstrated ability to interact effectively with Member States and senior donor representatives. Proven networking and negotiation skills are essential, along with the ability to develop compelling donor narratives. Familiarity with UN system partnership frameworks and inter-governmental processes is required. Strong analytical judgment and political acumen in donor-facing environments are also necessary.

Educational Background:
A relevant advanced university degree in social sciences, international relations, or a related field is required. A bachelor's degree with additional years of experience may be considered in lieu of an advanced degree.

Experience:
Candidates should have a minimum of 5 years of progressively responsible experience in partnerships and resource mobilization, preferably within the UN system or international organizations. Experience in managing donor relationships and fundraising strategies is essential, along with a strong understanding of the political and humanitarian context in Afghanistan.

Languages:
Fluency in English is mandatory, while knowledge of local languages such as Dari or Pashto is an asset. Proficiency in additional languages may be beneficial for engaging with diverse stakeholders.

Additional Notes:
This position is based in Afghanistan, which is classified as a hardship duty station with volatile security conditions. The role requires the ability to work in a crisis environment, and living conditions may be challenging. Accommodation is provided in UN-approved premises, and volunteers must be prepared for limited movement and contact with the local community. The position is non-family, and living allowances are paid in US dollars.
