Job Posting Organization: The Climate and Clean Air Coalition (CCAC) is a partnership that includes governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address integrated climate and clean air solutions, the CCAC is the only international initiative focused on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC is hosted by the United Nations Environment Programme (UNEP) at the Economy Division in Paris. The coalition has been instrumental in promoting fast action to mitigate climate change and improve air quality, with Mexico being a founding partner and a leader in super pollutant initiatives for over a decade. Mexico has committed to ambitious targets within its Nationally Determined Contribution (NDC), aiming to reduce methane emissions by 30% and black carbon emissions by 51% by 2030, supported by national legislation and sectoral strategies. The CCAC Country Action Accelerator in Mexico aims to enhance the implementation of these commitments through coordinated multisectoral strategies and institutional strengthening, with the support of a specialized national team and technical assistance projects.
Job Overview: The CCAC Quality Assurance and MRV Officer for the Super Pollutants Accelerator in Mexico will play a critical role in developing and managing robust, transparent, and internationally aligned monitoring, reporting, and verification (MRV) systems for greenhouse gases (GHGs), short-lived climate pollutants (SLCPs), and key air pollutants. This position is essential for ensuring high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting that supports national planning, international obligations, and co-benefit tracking. The officer will be responsible for establishing a fully operational MRV system that meets the standards set by the Intergovernmental Panel on Climate Change (IPCC), the United Nations Framework Convention on Climate Change (UNFCCC), and the CCAC. The role will involve strengthening QA/QC procedures to ensure the accuracy and reliability of emissions data, producing regular analytical reports and updates, and enhancing the institutional capacity for MRV to ensure the long-term sustainability of national systems. The officer will work closely with government teams, providing training and technical tools to improve data management and co-benefit assessments, ultimately contributing to Mexico's climate commitments and international transparency obligations.
Duties and Responsibilities: The duties and responsibilities of the CCAC Quality Assurance and MRV Officer include:
Developing a fully operational, transparent, and internationally aligned MRV system for GHGs, SLCPs, and key air pollutants, ensuring compliance with IPCC, UNFCCC, and CCAC standards.
Conducting baseline analyses of SLCP emissions and identifying reduction potentials across key sectors.
Creating an operational MRV architecture document that outlines system structure, sectoral responsibilities, data flows, and reporting schedules.
Updating national MRV protocols for GHGs, SLCPs, and key air pollutants, incorporating standardized methods and emission factors.
Establishing an integrated MRV database or platform for consistent data collection and retrieval.
Developing a national QA/QC plan covering uncertainty assessments, verification procedures, and documentation standards.
Producing regular MRV performance reports and ensuring timely evidence-based reporting to support national and international obligations.
Designing training curricula and delivering capacity-building workshops for government teams on MRV methods and QA/QC procedures.
Ensuring that project results inform national policy through consolidated analyses of mitigation impacts and co-benefit assessments. 1
Providing mentoring and technical support to ensure sustained adoption of MRV practices within government institutions.
Required Qualifications: The required qualifications for the CCAC Quality Assurance and MRV Officer position include: - An advanced university degree (Master’s or equivalent) in environmental sciences, atmospheric chemistry, statistics, engineering, or a related quantitative field. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. - A minimum of 5–7 years of experience in GHG or air pollutant inventory development, MRV system design, or climate transparency frameworks. - Expertise in GHG, SLCP, and air pollutant MRV systems, with strong familiarity with IPCC guidelines and internationally recognized QA/QC methodologies. - Advanced data management and analytical skills, including the ability to design and troubleshoot national-level MRV frameworks. - Proficiency with emissions estimation tools and platforms, and the ability to assess mitigation impacts across sectors. - Excellent communication skills, both written and oral, are essential for effective stakeholder engagement and reporting. - Demonstrated ability to develop clear technical guidance and reporting protocols to build institutional capacity on MRV and data governance.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in environmental sciences, atmospheric chemistry, statistics, engineering, or a related quantitative field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational foundation is critical for understanding the complexities of climate science, data analysis, and environmental policy.
Experience: The position requires a minimum of 5–7 years of relevant experience in areas such as GHG or air pollutant inventory development, MRV system design, or climate transparency frameworks. Candidates should have a proven track record of working with MRV systems, particularly in the context of climate change and air quality management. Experience in developing and implementing QA/QC protocols, as well as familiarity with international reporting requirements, is essential. Additionally, candidates should have experience working with government institutions, particularly in Mexico, and a strong understanding of the country's climate and air quality policy architecture.
Languages: Fluency in Spanish (both written and oral) is required for this position, as it is essential for effective communication with local stakeholders and government agencies. Fluency in English (written and oral) is highly desired, as it facilitates collaboration with international partners and the preparation of reports and documentation that may be required for global climate agreements and initiatives.
Additional Notes: The position is expected to last for 12 months, and while specific details regarding contract duration and compensation are not provided, it is important to note that the United Nations does not charge a fee at any stage of the recruitment process.
