Job Overview:
The Finance Officer plays a crucial role in organizing and delivering the day-to-day operational finance processes within the Norwegian Refugee Council. This position is responsible for ensuring adherence to NRC’s financial policies and donor requirements, which is essential for maintaining the integrity and efficiency of financial operations. The Finance Officer will implement financial systems and procedures in accordance with the Financial Handbook and other NRC policies at the office level. This role also involves advising and supporting staff on procurement financial policies and the necessary documentation required for compliance. The Finance Officer will prepare and develop periodic reports related to financial activities as requested by the line manager, promoting ideas for improvement within the finance function. Additionally, the officer will ensure proper filing and archiving of all financial documents according to NRC standards, and will be responsible for implementing NRC’s Protection mainstreaming guidelines in all related activities, reporting any breaches or concerns to the appropriate personnel.

Duties and Responsibilities:
The Finance Officer's duties and responsibilities include ensuring timely payment of contractors, suppliers, and other expenditures, verifying that vouchers and supporting documents meet NRC standards before payment. The officer will assist in reviewing partners' submissions of paperwork and conduct spot checks of transactions. Daily bookkeeping will be performed using the NRC Agresso accounting system, and the officer will check and verify all supporting documents such as purchase requests, purchase orders, and authorizations of payment to ensure compliance with NRC procedures. The Finance Officer will record budget allocations and accounting codes for expenses, manage VAT for all invoices on a monthly basis, and ensure proper filing of financial documents. Maintaining sufficient cash in the bank and cash boxes, ensuring proper cash payments, and updating cash and bank records daily are also key responsibilities. The officer will prepare payments for all centralized commitments, including NSSF, income tax, consultants, and vendors, in accordance with NRC’s financial procedures and local laws. Coordination with finance teams in different areas regarding cost allocations of basic running costs is required, along with supporting budget allocation and forecasts. The Finance Officer may also act as the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator in the absence of the Finance Coordinator and perform other finance-related tasks as requested.

Required Qualifications:
The position requires a Bachelor’s degree in finance or a related major. Candidates should have a minimum of 2 years of experience in a finance position, either in the commercial sector finance/accounting or within an international non-governmental organization (INGO). Knowledge of audit requirements is essential, along with solid knowledge of computer software and modern accounting systems. Proficiency in Microsoft Excel is also required. Candidates should possess context-related skills, knowledge, and experience, particularly previous experience working in complex and volatile contexts. Familiarity with local and international donors, as well as a deep understanding of taxation based on Ukrainian labor law and general taxation rules, is necessary. Experience working with local financial institutions and tax authorities is also beneficial.

Educational Background:
Candidates must hold a Bachelor’s degree in finance or a related field. This educational background is crucial for understanding the financial principles and practices that will be applied in the role of Finance Officer.

Experience:
The Finance Officer position requires a minimum of 2 years of relevant experience in finance, accounting, or a related field. This experience can be gained through work in the commercial sector or within an INGO. Candidates should have a solid understanding of financial processes, audit requirements, and the ability to navigate complex financial environments.

Languages:
Fluency in English and Ukrainian, both written and spoken, is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders.
