Job Overview: The position of Senior Hydrometeorology and Early Warnings Consultant is designed to support the implementation of the Hydromet Services and Early Warning Systems (HM/EWS) Program within the World Bank. This role is crucial for enhancing hydrometeorological services and early warning systems in low and middle-income countries. Duties and Responsibilities: The Extended Term Consultant will undertake a variety of tasks aimed at supporting the HM/EWS Program. Key responsibilities include: 1) Providing technical assistance to operations by leading diagnostics and co-designing HM/EWS components in Bank operations, ensuring that modernization pathways are fit for purpose. 2) Supporting implementation through procurement advice, drafting terms of reference, and supervising vendors. 3) Developing methods for estimating the societal value of HM/EWS investments and strengthening monitoring and evaluation processes. 4) Leading the development of practical guidance for teams on measuring impacts of hydromet investments. 5) Coordinating with partners to align technical assistance with Bank operations and country demand. 6) Supporting knowledge exchange with academia and innovators on sustainable business models for HM/EWS services. 7) Providing inputs to donor coordination forums to harmonize standards and reduce fragmentation in climate-vulnerable contexts.
Required Qualifications: Candidates must possess an advanced degree (MSc or PhD) in atmospheric sciences, hydrology, or a related field, along with at least 8 years of relevant experience. This experience should encompass research and development as well as operations and management within National Meteorological or Hydrological Services. Familiarity with the World Meteorological Organization and its institutions is essential. Candidates should have a strong knowledge of atmospheric phenomena, weather impacts, and operational models for weather, water, and climate services. Hands-on experience in the design and maintenance of hydrometeorological observing networks is also required, along with the ability to manage multiple workstreams and coordinate with diverse teams.
Educational Background: An advanced degree (MSc or PhD) in atmospheric sciences, hydrology, or a closely related field is required for this position. This educational background is crucial as it provides the necessary theoretical foundation and technical expertise needed to effectively contribute to the hydrometeorological services and early warning systems.
Experience: The position requires a minimum of 8 years of experience in the field, which should include a combination of research, development, and operational management within National Meteorological or Hydrological Services.
