Job Overview: The consultant will play a crucial role in facilitating and documenting inclusive stakeholder consultations aimed at informing the United Nations Country Analysis (UNCA) in the Kyrgyz Republic. This position requires the consultant to engage with a wide range of stakeholders, including government counterparts, civil society, development partners, academia, private sector representatives, and vulnerable groups. The consultant will be responsible for designing the consultation process, leading discussions, and synthesizing findings into actionable insights that reflect the needs and priorities of the Kyrgyz population.
Duties and Responsibilities: The consultant's duties will include:
Designing a comprehensive stakeholder consultation strategy that aligns with the objectives of the UNCA and UNSDCF.
Facilitating structured group consultations, including focus group discussions and multi-stakeholder dialogues, ensuring inclusive participation from underrepresented groups.
Documenting the outcomes of consultations, analyzing qualitative and quantitative data, and synthesizing findings into clear, evidence-based reports.
Collaborating closely with the UN Country Team (UNCT) and the Head of the Resident Coordinator's Office (RCO) to ensure alignment with national priorities and the 2030 Agenda for Sustainable Development.
Providing specific examples of previous assignments that demonstrate the consultant's experience in stakeholder engagement and analysis.
Ensuring that the consultation process is transparent, participatory, and reflective of the diverse perspectives within the Kyrgyz Republic.
Required Qualifications: Candidates must possess an advanced university degree (master's or equivalent) in social sciences, development studies, public policy, or a related field. A minimum of 5-7 years of relevant experience in stakeholder engagement, research, or policy analysis is required. Candidates should have a strong understanding of the Kyrgyz Republic's development context and the key stakeholders involved in the national development process. Experience working with the UN or international organizations is highly desirable, along with demonstrated facilitation skills in leading structured group consultations. Proven experience in engaging underrepresented groups and ensuring inclusive participation is essential. Candidates must also demonstrate the ability to analyze and interpret findings from consultations and synthesize data into actionable recommendations.

Additional Notes: The expected duration of the consultancy is four months.
