Job Overview:
The Program Deputy Field Coordinator (P-DFC) is responsible for supervising the implementation of programs in Rakhine State, aligning with SI's annual country strategy and the evolving humanitarian needs in the area. The P-DFC will support the design and implementation of new projects, ensuring the quality of project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator (FC) in representing SI in external meetings as delegated. This role is crucial during a key period for SI's strategic programming in Ukraine, focusing on enhancing visibility, external positioning, and partnerships with stakeholders. The P-DFC will also address security" style="border-bottom: 1px dotted #007bff !important;">security constraints and manage human resources challenges, particularly concerning the potential impact of conscription on male employees.

Duties and Responsibilities:
  • Supervise the implementation of programs in Rakhine State, ensuring alignment with SI's annual country strategy.
  • Support the design and implementation of new projects based on evolving humanitarian needs.
  • Oversee the quality of project implementation through direct management of Program Managers.
  • Assist the Field Coordinator in representing SI in external meetings.
  • Participate in strategic annual programming exercises for the Dnipro base and Ukraine mission.
  • Enhance the quality of programming, including operationalizing protection mainstreaming and inclusion.
  • Develop and harmonize SI tools and methodologies in collaboration with Coordination and other bases.
  • Ensure the implementation of both emergency and longer-term projects in high-risk areas.
  • Continue capacity building initiatives for staff and partners. 1
  • Address security constraints while maintaining access to the field and beneficiaries.

Required Qualifications:
  • A bachelor's degree in a relevant field.
  • A minimum of 3 years of experience in the humanitarian sector.
  • At least 1 year of experience in a similar position.
  • Required experience in humanitarian program management.
  • An engineering background or education in WASH or a related technical field is considered an asset.
  • Strong proposal and strategy writing skills, along with project design and management experience.
  • Basic knowledge of at least one of SI's sectors (WASH, Shelter).
  • MEAL knowledge or experience is preferred.
  • Change management skills and an analytic mindset are essential. 1
  • Training or light experience in protection mainstreaming is appreciated.

Educational Background:
Candidates must possess a bachelor's degree in a relevant field, which is essential for understanding the complexities of humanitarian work and program management. This educational background provides the foundational knowledge necessary for effective project design and implementation in challenging environments.

Experience:
The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a similar role. This experience is crucial for understanding the dynamics of humanitarian aid and the specific challenges faced in program management, particularly in high-risk areas. Candidates should have a proven track record of managing humanitarian programs effectively and adapting to changing circumstances.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization and with international stakeholders. Knowledge of French is considered an asset, enhancing communication capabilities in multilingual environments. Additionally, proficiency in Ukrainian or Russian is advantageous, as it facilitates engagement with local communities and stakeholders in Ukraine.

Additional Notes:
The position is a short-term contract with a duration of 6 months, starting on June 1, 2026, with the possibility of extension. The role is based in Dnipro, Ukraine, and involves a salaried position starting from EUR 2475 gross per month, which includes a base salary and a monthly Per Diem of EUR 70

The organization implements a system of alternation between work and time off, allowing for breaks every three months, along with additional rest days.
