Job Overview:
The Programme Management Officer position is situated within the Office of the Executive Secretary of the ECA, reporting directly to the Chief of Staff. The primary focus of this role is to lead the implementation, monitoring, and evaluation of various programs and operations within a designated functional area. The officer will be responsible for ensuring that program support aligns with institutional priorities and management directives, while also identifying opportunities to enhance service delivery and operational coherence. This role requires a proactive approach to problem-solving and collaboration across different ECA entities, ensuring that all activities are effectively coordinated and aligned with the organization's goals.

Duties and Responsibilities:
The Programme Management Officer will undertake a variety of responsibilities, including: providing high-level coordination and operational guidance on program support matters; acting as the senior liaison between the Office of the Chief of Staff and program support service providers; establishing accountability frameworks and performance-tracking mechanisms; developing, implementing, and evaluating assigned programs/projects; conducting consulting assignments and facilitating workshops; researching and analyzing information from diverse sources; coordinating the review and analysis of operational issues; generating service review initiatives; organizing written outputs and preparing documents; providing substantive backstopping to meetings and conferences; initiating outreach activities and conducting training workshops; leading complex field missions; coordinating budget funding activities; and engaging in policy development and analysis.

Required Qualifications:
Candidates must possess a strong understanding of economic theories and principles, with the ability to identify and resolve issues effectively. They should demonstrate analytical and evaluative skills, conduct independent research, and manage conflicting priorities efficiently. A commitment to gender perspectives and equal participation is essential, along with the ability to analyze and interpret data to support decision-making.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying work experience may be accepted. Completion of programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in project or program management, administration, or related areas is required. Additionally, two or more years of experience in data analytics or related fields is desirable, indicating a strong background in managing complex projects and programs.

Languages:
Fluency in English or French, the working languages of the United Nations Secretariat, is required. Knowledge of the other language is desirable, and proficiency in another UN official language is an advantage. Candidates must meet the minimum required levels for reading, writing, listening, and speaking as per the UN Language Framework.
