Job Overview:
As a WASH Officer, you will report to the Chief of Field Office and provide technical, operational, and administrative assistance throughout the WASH programming process. Your role will involve preparing, managing, and implementing various technical and administrative tasks related to the development, implementation, monitoring, and evaluation of WASH output results within the country programme. You will be expected to contribute to programme development and planning, manage and monitor programme delivery, provide technical support for programme implementation, and engage in humanitarian WASH preparedness and response. Additionally, you will be responsible for networking and partnership building, as well as innovation, knowledge management, and capacity building within the WASH sector.

Duties and Responsibilities:
  • Programme Development and Planning: Collaborate with stakeholders to develop WASH programmes that align with UNICEF's mission and objectives.
  • Programme Management: Oversee the implementation of WASH programmes, ensuring timely delivery of results and adherence to quality standards.
  • Monitoring and Evaluation: Establish monitoring frameworks to assess programme effectiveness and impact, and implement evaluation processes to inform future programming.
  • Technical Support: Provide expert guidance on WASH-related technical issues, including infrastructure design and construction management.
  • Humanitarian Preparedness: Prepare for and respond to WASH needs in humanitarian contexts, ensuring that interventions are effective and timely.
  • Networking: Build and maintain partnerships with government agencies, NGOs, and other stakeholders to enhance WASH programme delivery.
  • Capacity Building: Facilitate training and knowledge sharing to strengthen the capacity of local partners and communities in WASH practices.

Required Qualifications:
  • Education: A university degree (bachelor) in civil engineering, water engineering, sanitary and environmental engineering, water resource management, hydrology, or a relevant technical field is required.
  • Work Experience: A minimum of two years of professional experience in WASH-related programmes in developing countries is required. Experience in implementing drinking water supplies, WASH in institutions, community water and sanitation services, and climate-resilient WASH programming is essential. Strong skills in civil engineering, water engineering, programme management, monitoring and evaluation, infrastructure design, and construction management are also required.

Educational Background:
Candidates must possess a university degree (bachelor) in a relevant field such as civil engineering, water engineering, sanitary and environmental engineering, or water resource management. Additional relevant post-graduate courses or degrees that complement the main degree are considered a strong asset.

Experience:
The position requires a minimum of two years of professional work experience in WASH-related programmes, particularly in developing countries. Experience in managing WASH emergency interventions and conducting climate risk assessments is highly desirable. Relevant experience in development, fragile settings, and humanitarian contexts will be advantageous.

Languages:
Fluency in English and Dari is required, with intermediate knowledge of Pashto also necessary. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset.
