Job Overview: The People and Culture Officer position is integral to the People and Culture (P&C) team at UNICEF Lao PDR. The incumbent will leverage their technical expertise to enhance the capacity of clients in delivering on their business goals and objectives. This role requires a proactive approach to anticipate P&C-related needs and develop plans and solutions that align P&C management with organizational objectives. The officer will collaborate closely with the P&C team in Laos and will be supervised by the People and Culture Officer, with shared oversight from the Deputy Representative Operations and the People and Culture Manager for Cambodia, Laos, and Vietnam. The position involves advising clients on P&C processes, supporting the implementation of P&C services, and contributing to strategic initiatives that promote staff well-being and organizational effectiveness.
Duties and Responsibilities: The duties and responsibilities of the People and Culture Officer include:
Business Partnering: Conduct research on policies and analyze data to support the P&C Business Partner in advising clients on P&C-related needs. Provide timely advice on P&C processes and policies, ensuring high client orientation. Proactively recommend solutions to P&C issues while protecting staff and organizational interests.
Strategic People and Culture: Liaise with HQ Divisions and regional offices to support corporate P&C strategy formulation. Research and provide data to improve P&C systems and policies. Contribute to the development of global policies and introduce innovative practices.
Implementation of P&C Services: Support various P&C functions such as recruitment, career development, and performance management. Analyze casework issues and recommend solutions. Promote staff well-being and contribute to internal communication regarding P&C initiatives.
Learning and Capacity Development: Collaborate with business owners to design learning plans for staff and assist in developing a talent pipeline. Research cost-effective learning products and participate in capacity-building initiatives.
People and Culture Data Analytics: Collect and analyze P&C data to inform HR decision-making. Support the development of data collection systems and coordinate with country offices for P&C information management. Additionally, UN Volunteers are expected to strengthen their understanding of volunteerism, engage in local volunteer activities, reflect on their voluntary actions, contribute to UNV publications, assist new volunteers, and promote online volunteering.
Required Qualifications: The position requires a strong understanding of People and Culture principles and practices, with a focus on client-oriented service delivery. Candidates should possess excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. A proactive approach to identifying and addressing P&C issues is essential, along with a commitment to promoting inclusivity and diversity within the workplace. Familiarity with data analytics and the ability to leverage data for decision-making are also important qualifications for this role.
Educational Background: Candidates should have a degree in Human Resources Management, Business Administration, Social Sciences, or a related field. Advanced degrees or certifications in HR or related disciplines are preferred. A solid understanding of HR policies, procedures, and best practices is essential for success in this role.
Experience: The ideal candidate should have a minimum of 2-3 years of relevant experience in Human Resources or People and Culture roles, preferably within an international organization or non-profit sector. Experience in advising on HR processes, implementing P&C services, and contributing to strategic initiatives is highly desirable. Familiarity with the UN system and its policies is an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Laos is considered an asset, as it can enhance communication with local stakeholders and communities.
Additional Notes: The position is based in Vientiane, Laos, and may require periodic travel to support program implementation and monitoring missions. The workplace is located near the Mekong River, providing a multicultural environment with approximately 100 personnel dedicated to advancing children's rights. The role is a full-time position, and candidates should be prepared to adhere to UNICEF's values and commitment to diversity and inclusion.
