Job Overview:
The Finance and Operations Manager will play a crucial role in supporting the EpiC project in Jamaica, which is part of a larger global health initiative funded by the United States Government. This position is responsible for managing the financial and operational aspects of the project, ensuring compliance with both FHI 360 policies and U.S. Government regulations. The manager will oversee budgeting, financial planning, and compliance, while also providing leadership and technical guidance to the finance and operations staff. The role requires a strategic approach to resource allocation and operational efficiency, as well as the ability to develop and implement systems that enhance financial management and compliance. The manager will also be responsible for capacity building among sub-recipients to strengthen their financial management systems and ensure compliance with regulations.

Duties and Responsibilities:
The Finance and Operations Manager will be accountable for a wide range of duties, including:
  • Leadership and Strategic Financial Oversight: Provide leadership in financial and operational management, ensuring resources align with program goals. Advise senior leadership on resource allocation and operational efficiency.
  • Financial Planning, Management, and Compliance: Lead the development and monitoring of annual budgets and ensure compliance with FHI 360 policies and U.S. Government regulations. Oversee audits and ensure robust internal controls.
  • People and Culture Management: Manage payroll services, lead talent acquisition, and implement employee evaluation systems. Foster a positive work culture and oversee staff training and retention strategies.
  • Operational Excellence: Manage procurement, logistics, and administration, ensuring efficient operational systems.
  • Subaward and Partner Management: Oversee financial aspects of subawards and provide technical assistance to local partners.
  • Reporting and Stakeholder Engagement: Ensure timely financial reporting to donors and represent the project in meetings with stakeholders.
  • Team Leadership and Capacity Strengthening: Supervise and mentor finance and operations teams, fostering a culture of accountability and continuous improvement.
  • Risk Management and Continuous Improvement: Develop tools for data-driven decision-making and proactive risk management, serving as the Data Protection Officer for EpiC Jamaica.

Required Qualifications:
Candidates must possess comprehensive knowledge of accounting principles, financial controls, and financial information systems. They should have experience with subaward management under U.S. Government funding and demonstrate excellent communication, organizational, and project management skills. The ability to analyze data, interpret financial information, and manage financial systems is essential. Candidates should also be familiar with local laws and regulations, as well as U.S. Government financial principles. Strong leadership and managerial skills are required, along with the ability to motivate and manage diverse teams effectively.

Educational Background:
A Bachelor's Degree or its international equivalent is required for this position, with a Master's Degree preferred. The educational background should be in a relevant field such as finance, accounting, or business administration, providing a solid foundation for the financial and operational responsibilities of the role.

Experience:
Candidates should have a minimum of 5-8 years of related work experience, including at least 3 years in a management role and 3 years working at the corporate or organizational level. Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Additional language skills may be considered an asset but are not required for this position.

Additional Notes:
This position is a full-time role based in Kingston, Jamaica, with less than 10% travel required. The expected hiring salary range for this role is JMD 5,000,000 - 7,500,000 annually.
