Job Overview: The position involves joining the Local Engineering Roster for Climate‑Resilient and Sustainable Infrastructure Development under the Individual Contractor (IC) modality. This initiative by UNDP in Timor-Leste aims to establish a national roster of qualified engineering professionals who can be mobilized as needed to support various infrastructure and construction-related activities. The focus is on ensuring that these activities align with climate resilience and sustainability goals, as well as national development priorities. The roster will facilitate the efficient engagement of local engineering expertise for planning, design, implementation, and supervision of projects, thereby enhancing the capacity to respond to the infrastructure needs of the country in a sustainable manner.
Duties and Responsibilities:
Provide technical expertise in the planning, design, and implementation of infrastructure projects that are climate-resilient and sustainable.
Conduct assessments and evaluations of existing infrastructure to identify areas for improvement and adaptation to climate change.
Collaborate with UNDP and other stakeholders to develop project proposals and implementation plans that meet national development priorities.
Supervise construction activities to ensure compliance with design specifications, quality standards, and safety regulations.
Prepare technical reports and documentation related to project progress, challenges, and outcomes.
Engage with local communities and stakeholders to gather input and ensure that projects meet their needs and expectations.
Participate in capacity-building initiatives to enhance the skills of local engineers and construction professionals.
Stay updated on best practices and innovations in sustainable infrastructure development and climate resilience.
Required Qualifications:
Proven experience in civil engineering, environmental engineering, or a related field.
Strong understanding of climate-resilient infrastructure design and sustainable development principles.
Familiarity with local regulations and standards related to construction and infrastructure projects in Timor-Leste.
Excellent analytical and problem-solving skills, with the ability to work independently and as part of a team.
Strong communication and interpersonal skills to effectively engage with diverse stakeholders.
Educational Background: A bachelor's degree in civil engineering, environmental engineering, or a related field is required. A master's degree or higher qualification in a relevant discipline will be considered an advantage. Professional certifications related to project management or sustainable development are also desirable.
Experience: Candidates should have a minimum of 3-5 years of relevant work experience in engineering, particularly in infrastructure development projects. Experience working with international organizations or in a development context is highly valued. Familiarity with climate change adaptation strategies and sustainable practices in engineering is essential.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Tetum or Portuguese is considered an asset, as it will facilitate communication with local stakeholders and communities.
Additional Notes: This position is part of a local roster that will be established for a period of three years, contingent upon satisfactory performance and UNDP requirements. Engagements will be on a short-term, intermittent basis under the Individual Contractor (IC) modality. Specific contract durations, levels of effort, and deliverables will be defined through individual contracts for each assignment.
