Job Overview:
The People and Culture Officer position at FHI 360 is crucial for supporting the EpiC and STRIDES projects in Colombia. This role is designed to deliver professional-level People and Culture (P&C) services within the country office, focusing on various HR functions such as recruitment, employee relations, performance management, benefits administration, and compliance with labor laws. The officer will work closely with managers to ensure consistent application of policies and contribute to process improvements. Additionally, the role involves providing guidance to junior P&C staff, thereby fostering a collaborative and efficient work environment. The officer will also play a key role in enhancing the overall employee experience by coordinating learning and development activities and ensuring that the HRIS data integrity is maintained.

Duties and Responsibilities:
The People and Culture Officer will manage the entire recruitment process, from requisition approval to onboarding new employees. This includes advising employees and supervisors on the interpretation and application of policies, assisting with performance management processes such as goal setting and reviews, and coordinating learning and development activities to enhance staff skills. The officer will ensure compliance with local labor laws and FHI 360 policies, maintain the integrity of HRIS data, and generate standard HR reports. Additionally, the officer will resolve moderately complex P&C issues with limited supervision and recommend process improvements to enhance service delivery. The role may involve providing guidance to P&C Assistants or Associates, depending on the size and complexity of the country office portfolio.

Required Qualifications:
Candidates for the People and Culture Officer position must possess a strong knowledge of local employment law and HR best practices. They should have the ability to provide policy guidance and effectively resolve employee concerns. Proficiency with HRIS systems and reporting tools is essential, along with strong interpersonal and conflict resolution skills. The ideal candidate should demonstrate a commitment to fostering a positive workplace culture and be adept at managing sensitive employee relations issues.

Educational Background:
A Bachelor’s degree in Human Resources, Business Administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding HR principles and practices, which are critical for the effective execution of the role's responsibilities.

Experience:
The position requires 3 to 5 years of progressively responsible HR experience. This level of experience ensures that the candidate has developed the necessary skills and knowledge to handle the complexities of HR functions within an international nonprofit organization. Candidates should have a proven track record of managing various HR processes and demonstrating effective problem-solving abilities in a dynamic work environment.

Languages:
Fluency in Spanish is mandatory for this position, given the location and the nature of the work. Proficiency in English is also highly desirable, as it may be necessary for communication with international partners and stakeholders. Additional language skills could be considered an asset, enhancing the candidate's ability to engage with diverse teams and communities.

Additional Notes:
This position is based in Bogotá, Colombia, and may require up to 10% domestic travel. The expected hiring salary range for this role is COP 73,000,000 - 90,000,000 annually, which reflects the organization's commitment to offering competitive compensation based on relevant experience and education.
