Job Overview: The Programme Management Specialist plays a pivotal role in advancing the programmatic agenda of UN Women in Guatemala. This position involves leading and supporting significant components of the sustainability strategy. Under the supervision of the Country Representative, the Specialist is responsible for managing the development, implementation, monitoring, and reporting of programmes for the Country Office. This includes providing technical support for the implementation of the Country Office programme, overseeing monitoring and reporting, managing people and budget for the programme team, building partnerships, and supporting resource mobilization strategies. The role is crucial for ensuring that the programmes align with UN Women’s strategic goals and effectively address the needs of women and girls in Guatemala.
Duties and Responsibilities:
Manage the programmatic development for the Country Office, based on the Strategic Note. This includes providing overall programme advisory support, guiding the development of the Country Office programme, and providing technical support for the design and formulation of programme/project initiatives. The Specialist will review and provide feedback on project/programme strategies, documents, workplans, and related knowledge products.
Provide technical support to the implementation of the Country Office programme by reviewing annual work plans for compliance with UN Women goals, analyzing project budgets, drafting reports, and managing programme quality control.
Manage the monitoring and reporting for the Country Office by establishing monitoring standards, coordinating information gathering, preparing progress reports, and providing training on results-based management.
Oversee and guide people and budget management for the programme team, leading a team of 5 to 7 members, performing staff performance reviews, and ensuring effective communication across the office.
Build partnerships and support resource mobilization strategies by analyzing donor information, identifying cooperation opportunities, and developing relevant partnerships.
Manage knowledge building efforts by synthesizing best practices and lessons learned for global dissemination.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is an added advantage. Candidates must demonstrate strong programme formulation, implementation, monitoring, and evaluation skills, as well as the ability to develop detailed operational plans and budgets. Strong analytical skills and knowledge of Results Based Management are essential.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as Social Sciences, Political Science, Development, Public Administration, or Gender. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is preferred.
Experience: Candidates should have at least 5 years of progressively responsible experience in programme management, including design, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in gender-related areas and leading teams effectively is required. Familiarity with the United Nations System, international organizations, or NGOs is desirable.
Languages: Fluency in Spanish and English is mandatory. Working knowledge of French and/or Portuguese is considered desirable.
